what if back in the day, the gods/whoever had made sorcerers so that they could 'show people how the world works', each individually understanding something about an element of it. but people misinterpret it as about power, not knowledge. maybe the gods have to lock the borders and banish themselves as the dark country was getting close to harnessing power?
so now when sorcerers come back, some people are all 'are you here to rule us, like the sorcerer king did?', which some feel entitled to do. this could easily help trigger conflict with the government, and make them valuable to the dark country, as they use kidnapped/sold sorcerers to try and break the borders, as they broke the magic/SK-binding spell.
OR. that's the story, until it turns out that what the Dark country has been feeding with plants, animals and people (bones and creepiness aplenty) and hiding and trying to bring back isn't just an evil banished god or whatever, but the same ones. all the gods are the same, warped sorcerers who gained too much power and had to be locked the fuck away. SK was the tip of the iceberg, a powerless impostor/poster boy as we already knew. but doubly so among 'god'ly company.
so gvmt conflict would be act 1, SK 2 and the Dark Country 3.
