I tend to partially agree with this statement, because at the end it is only the human nature that makes us evil or good. Surely there are a lot of factors that can influence one's behavior and attitude towards the others and lack of money might be one of them, because people have this tendency to envy other people, and another big factor is greed, greed towards money. One can do everything and not care about anything if one's goals is to become rich no matter what and have a lot of money, therefore in this pursuit of money one can not care about other's people rights and have a mean attitude towards other people.
But In the end I'd say that is not money that makes us evil, it's the lack of love and hatred that is being spread like a disease these days among people with a different background, culture and religion.
