Supposing can perform a similar function to if and can introduce conditional sentences. Here we need the second conditional because we are taking about a hypothetical future situation, so we need the past tense refused.

It's (about) time + pronoun + past tense is used to express strong advice and can often imply criticism.

Did you want sounds more polite and formal than the more direct form Do you want, and although it is in the past tense, it can refer to the present/future.

It's high time + past simple is used to express strong advice and can often imply criticism.
8 I wish (that) I wasn't/weren't
After wish, the use of the simple past tense (wasn't/weren't) refers to the present. With this structure we often use was instead of were in an informal style. Also, we often drop that in an informal style.
9 'd prefer it if you kept / 'd prefer you to keep
There are two possibilities here. You could say I'd prefer you to keep this confidential or, as this is essentially a second conditional, you could say I'd prefer it if you kept this confidential.
