acquisite da quelle efficienti, l’entrata è facile, l’ambiente è tutelato, bandi di gara competitivi e progetti
ben fatti attraggono l’offerta dei migliori. In altri termini, l’azione pubblica è di cattiva qualità non per
l’incapacità delle classi dirigenti che ne sono responsabili, ma per la loro espressa volontà
