Treatment or Punishment (the “Torture Convention”),
Recalling Article 15 – Freedom from cruel, inhuman, and degrading treatment states that
no one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment,
Deeply concerned by the continued prevalence of acts of torture and other cruel, inhuman or degrading
treatment or punishment in countries,
Condemns any laws authorizing or legalizing torture and other cruel, inhuman or degrading treatment under any
circumstances,
Calls for enforcing existing bans on torture and cruel treatment by dismantling any legal framework sanctioning
torture and cruel treatment,
Deplores temporarily limiting the prohibition on torture under any circumstance, whether a state of war,
internal political instability or any other public emergency,
Calls upon countries to ratify The Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment
or Punishment and International Convention for the Protection of All Persons from Enforced Disappearance,
Emphasizes the role of the legal system in providing the necessary punishment for those proven to have
participated in any acts of torture and other cruel, inhuman or degrading treatment,
Urges countries to provide assistance to those subjected to torture and other cruel, inhuman or degrading
treatment including medical and psychological care,
Encourages visits to all places of detention as a method of preventing torture and other cruel, inhuman or
degrading treatment,
Endorses bringing prisoners independent judicial authority without delay after being taken into custody.
Prisoners should have access to relatives, lawyers and doctors without delay and regularly thereafter.
Further recommends that countries should use all available channels to intercede with the governments of
countries where torture or other ill-treatment are reported in order to ensure that transfers of training and
equipment for military, security or police use do not facilitate torture or other ill-treatment.
