As a King, he is also the High Teacher of the Way, and thus a powerful mage in his own right. His rule has seen the upgrade of Belisarian arsenal to match that of the Empire - with an arcane twist, of course.
A short, tan fellow, he does not seem very menacing, but his booming voice and determination-filled eyes make up for it. He is a loved and respected ruler amongst the commonfolk, but many lords dislike him for exactly that.
