Policies: Policies Rule became very simplified compared to Civ. It's now just a focus. You can choose one and you can't change it so beware what you are choosing. There are 3 tiers of focus. You can have one focus from each tier. Better focuses are allowed in later era. Here are Focuses:
Tier:1
Tradition: Defensive Focus. Your soldiers will have increased morale in defensive wars, it will be also much harder to conquer your provinces.
Liberty: Expansive Focus. Your nation is able to do expand rapidly.
Honor: Military Focus. If you can't decide between quality and quantity this is focus for you.
Piety: Religious Focus. Your religion spreads faster. Your soldiers have increased morale when fighting country with diffrent religion.
Tier 2 (Medieval Era Needed):
Patronage: Diplomatic Focus. For forever alones who have to do alliances with non-player states. :)
Patronage incerases your chance of getting personal union. All offers will be also likely accepted by non-player states.
Rationalism: Industry Focus. Technologies are researched faster.
Commerce: Economy Focus. Your trade agreements and trade buildings give better benefits.
Exploration: Allows you to from oversea colonies.
Tier 3: (Industrial Era Needed)
Autocracy: Military and Expansion Focus. Your army is focused on quality, and has high morale. Conquered nations are unlike to rebel. This focus cannot be taken went Liberty before.
Order: Military and Industry Focus: Your army is focused on quantity, and has high morale and your technologies are reserched faster. This focus cannot be taken went Tradition before.
Freedom: Diplomatic and Economy Focus: It's easy for you to take over smaller nations. Your income also grows easliy. This focus cannot be taken if you went Piety before.
