So, here's a list of steps that I would like you to perform:
1) Swap off a Wi-Fi connection over to wired (LAN) connection; if at all possible.

3) Switch to a public DNS, this may resolve the issue you are experiencing: https://support.riotgames.com/entries/26932010#wq4
4) Uninstall IOBit System Care
5)Temporarily uninstall/disable Avira to verify that it is not the cause of the issue. Often times, this 3rd party antivirus has high potential of corrupting game files as it runs system scans in the background, and blocking internet files (such as patcher files) from accessing game files.
6) Perform a clean boot to ensure that you do not have any unwanted programs running, follow these steps on this guide to perform a clean boot:

Trace Route: please perform a trace route to our game servers. A trace route allows us to inspect the traffic route it takes from your computer to our servers. Also, run the trace route on your normal connection, and not a VPN, or else it may report incorrect data. Attached is the Win MTR application that will perform the trace route for you.
To run a traceroute or ping on a domain using WinMTR:
Unpack WinMTR.
Open WinMTR 32bit version.
In the Host field, type the domain name or IP of the host: 185.40.65.1 and 162.249.72.1
Push Start and wait.
You can run it for about 30 seconds for each ip and export it as a text and send me the text files.
