In order to address the question on 'Is The State Incoherently Violent?', you have to consider the many various perspectives and dimensions of the states behaviour. On the one hand, you have the state tasked with maintaining law and order, as well as protecting citizens, and defining the territorial integrity of the nation. In this specific context, the use of excessive force may be perceived as a necessary and legitimate means to achieve these objectives. However, the many challenges arise when the states use of violence becomes excessive, arbitrary or inconsistent with its stated principles and values.
