Dosage

Industrial hemp, also referred to as Cannabis Sativa L, is grown primarily for its seeds, fibres and very little psychoactive THC. The plant is only grown under the Home Office license, which allows it to be used for preparations containing the mature stalk and fiber or seeds and leaves, but not flowers or leaves. However, in order to create CBD for consumption in consumer products, it is essential to process the entire plant, including flower and leaves. This produces a product which is known as CBD isolate' but which still contains varying amounts of the other phytocannabinoids present in the plant.

The concentrations of these additional phytocannabinoids can vary among different strains of the cannabis plant and even between plants that are grown under similar conditions. There isn't much information on the psychoactive effects of these other phytocannabinoids at levels that could be present in consumer CBD products. So, in this regard it was decided that it was appropriate to limit the levels of 9-THC and its precursor (9-THCA) in consumer CBD products to a level at which they are not likely to cause significant psychoactive effects.

The other controlled phytocannabinoids were also not to be subject to a limit because they are hard and costly to measure. Limits could also result in unnecessary restrictions for the producers. Additionally there is a lack of evidence that these other phytocannabinoids can cause clinically important effects.

The Working Group concludes by recommending that the maximum limit of 9-THC, or 9-THCA per unit of consumption in the form of a CBD product for consumer use be set at 50 milligrams. CBD oil price should be reviewed every two years. Furthermore, the Working Group also recommends that an examination of the phytocannabinoids that are controlled in consumer CBD products be carried out by Dstl to ensure that these limits are being in compliance with the regulations.

The Working Group's recommendations are based on literature and government reports (UK and international) and an ACMD request for evidence (ACMD 2020,) and previous ACMD report. The Group has also held discussions with representatives from industry, as well as with staff from the Defence Science and Technology Laboratory and Government Chemist's Team.

Safety

CBD is derived mostly from hemp (Cannabis sativa). In the UK hemp is mainly grown for its fibres. They are used to make clothing rope, rope, as well as building materials. This amount can cause psychoactive effects similar to standard alcohol units (Defence Science and Technology Laboratory, 2020a).

In the UK, there is a limit on THC however, there are many other regulations that producers of CBD products must adhere to. For instance, food and drinks containing CBD must conform to the latest food regulation which means that they must be approved by authorities before being sold. This could take up to a year, and can cost hundreds or even tens of thousands of pounds.

In 2023, compliant CBD oils will remain legal to purchase in the UK provided they contain a maximum of 1mg THC per container. There are products that aren't controlled, and are likely to remain on the market for long given the evidence. Police will take these products that aren't regulated. To avoid this, customers should only purchase their products from trusted producers.
