Sixteen years after Lisbon lowered the Portuguese flag and Macau became a Chinese outpost, this former picture-postcard colony is barely recognisable from the bustling, casino-led hub that made US$44 billion in gambling revenue last year. Garish shop-fronts have replaced quiet alleyways, and traditional neighbourhoods are vanishing as Macau’s dizzying expansion becomes increasingly unsustainable.

One of the biggest challenges is housing. Macau has become the world’s most expensive place to rent or buy a home, with property prices having soared 400 per cent in just the past decade. It’s a challenge that many of the city’s residents are trying to overcome, with some even moving to neighbouring Zhuhai in search of affordable living. Bruno Oliveira, a sound engineer who moved to Macau from Portugal in 2010, has been unable to find a suitable apartment and now commutes to his work every day from Zhuhai. It’s a long journey that takes up to 40 minutes each way, but it’s worth it for him to be able to afford the high cost of living in the former Portuguese territory.

Despite these challenges, the city’s population is still growing, and many people are optimistic about the future. “It’s not as bad as it seems,” says Weng Kei-to, a 23-year-old who works at a social service agency. “People have more confidence in the government now, and I think there will be more opportunities for people to express themselves.”

One example is the recent rise of civic participation, with protesters taking to the streets over a controversial plan to give top local officials lavish retirement packages. It was one of the biggest demonstrations since Macau’s handover from the UK in 1999. Other activists, such as Agnes Lam Iok-fong, a social worker who ran unsuccessfully for the legislative assembly in 2013, are more concerned about heritage protection and urban planning, which they say is being neglected. “The city’s identity is being reshaped, and we need to stop it,” she says.
