Windows / Mac OS X Requires Python 2.7
For Windows machine after following above instructions from official documentation please use below steps :

Install node-gyp globally:
npm install -g node-gyp

Windows & OSX build support for node-gyp requires Python 2.7.
Be sure to have this version before installing @tensorflow/tfjs-node or @tensorflow/tfjs-node-gpu.
Machines with Python 3.x will not install the bindings properly.

To list all Python versions:
py -0

Install Python 2.7 (v3.x.x is not supported), and set it as default python onterpreter: ctrl-shift P, Python: Select Interpreter

or
set npm_config_python=C:Python27python.exe


Install @tensorflow/[email protected]:
npm install --save-exact @tensorflow/[email protected]

Copy [email protected] to node_modules@tensorflowtfjs-nodelibnapi-v7

py --list-paths # To see the installed Python versions
set npm_config_python=C:Python27python.exe
npm config set msvs_version 2022
using npm config edit then adding msvs_version={version} in the file directly worked fine.

gyp: binding.gyp not found while trying to load binding.gyp
If you are using NVM on Windows here's what you can do:

Create the following file at project root: binding.gyp

example: c:/users/my-user/binding.gyp
Then this will be the content:
