ที่ดินสปก หรือ ที่ดินปฏิรูปที่ดินเพื่อเกษตรกรรม คือที่ดินที่สำนักงานการปฏิรูปที่ดินเพื่อเกษตรกรรม (ส.ป.ก.) จัดสรรให้แก่เกษตรกรที่ไม่มีที่ทำกินของตนเอง หรือมีเพียงเล็กน้อยไม่เพียงพอแก่การครองชีพ โดยที่ดินสปกจะมีเอกสารสิทธิคือ ส.ป.ก. 4-01 ซึ่งเป็นเอกสารสิทธิที่แสดงการครอบครองที่ ส.ป.ก. ออกให้กับประชาชนที่เป็นเกษตรกรที่มีฐานะยากจน เพื่อให้เข้าทำประโยชน์ในเขตปฏิรูปที่ดิน โดยการทำประโยชน์นั้นจะทำได้เพียงเกษตรกรรมเท่านั้น ทำอย่างอื่นไม่ได้
ที่ดินสปกมีวัตถุประสงค์เพื่อแก้ไขปัญหาที่ดินทำกินให้แก่เกษตรกร โดยที่ดินสปกส่วนใหญ่จะเป็นที่ดินของรัฐ แต่ก็มีบางส่วนที่ ส.ป.ก. ซื้อมาจากเอกชนอีกที โดยที่ดินสปกจะถูกจัดสรรให้แก่เกษตรกรที่มีคุณสมบัติตามที่กำหนดไว้ในพระราชบัญญัติการปฏิรูปที่ดินเพื่อเกษตรกรรม พ.ศ. 2518 ดังนี้
* เป็นบุคคลสัญชาติไทย
* มีอายุไม่ต่ำกว่า 20 ปีบริบูรณ์
* มีอาชีพเกษตรกร
* มีฐานะยากจน
* ไม่มีที่ทำกินของตนเอง หรือมีเพียงเล็กน้อยไม่เพียงพอแก่การครองชีพ
เกษตรกรที่ได้รับที่ดินสปกจะต้องปฏิบัติตามเงื่อนไขที่กำหนดไว้ในพระราชบัญญัติการปฏิรูปที่ดินเพื่อเกษตรกรรม พ.ศ. 2518 ดังนี้
* ต้องใช้ที่ดินทำประโยชน์ในกิจการเกษตรกรรมเท่านั้น
* ห้ามขาย โอน เปลี่ยนการครอบครอง จำนอง หรือให้เช่าที่ดินโดยมิได้รับอนุญาตจาก ส.ป.ก.
* จะต้องเสียค่าตอบแทนการใช้ประโยชน์ในที่ดินต่อ ส.ป.ก. ตามอัตราที่ รั้วตาข่าย ิรูปที่ดินเพื่อเกษตรกรรมกำหนด
หากเกษตรกรไม่ปฏิบัติตามเงื่อนไขที่กำหนด ส.ป.ก. มีอำนาจเพิกถอนสิทธิในที่ดินสปกได้
ที่ดินสปกมีบทบาทสำคัญในการแก้ไขปัญหาที่ดินทำกินให้แก่เกษตรกรไทย โดยที่ดินสปกช่วยเพิ่มพื้นที่ทำกินให้แก่เกษตรกร ช่วยให้เกษตรกรสามารถประกอบอาชีพเกษตรกรรมได้อย่างยั่งยืน และช่วยให้เกษตรกรมีรายได้ที่มั่นคงมากขึ้น
