ที่ดินเปล่า คือที่ดินที่ไม่ได้ใช้ประโยชน์ใด ๆ ไม่ว่าจะปลูกพืช เลี้ยงสัตว์ ปลูกสร้างอาคาร หรือทำประโยชน์อื่น ๆ ที่ดินเปล่าจะถูกจัดเป็นที่ดินรกร้างว่างเปล่า ซึ่งจะมีอัตราภาษีสูงกว่าที่ดินประเภทอื่น ๆ
อัตราภาษีที่ดินรกร้างว่างเปล่า แบ่งออกเป็น 2 ประเภท ดังนี้
* ที่ดินรกร้างว่างเปล่าที่ตั้งอยู่นอกเขตเมือง อัตราภาษีอยู่ที่ 0.3% - 2.4%
* ที่ดินรกร้างว่างเปล่าที่ตั้งอยู่เขตเมือง อัตราภาษีอยู่ที่ 0.3% - 3.0%
นอกจากนี้ อัตราภาษีที่ดินรกร้างว่างเปล่ายังอาจเพิ่มขึ้นอีก 0.3% ทุก ๆ 3 ปี หากปล่อยที่ดินรกร้างไว้ติดต่อกัน 3 ปี
ตัวอย่างเช่น ที่ดินรกร้างว่างเปล่าที่ตั้งอยู่นอกเขตเมือง มีราคาประเมินอยู่ที่ รั้วตาข่าย บาท อัตราภาษีที่ดินรกร้างว่างเปล่าอยู่ที่ 0.6% เจ้าของที่ดินจะต้องเสียภาษีที่ดินรกร้างว่างเปล่าในปีแรกเป็นจำนวนเงิน 6,000 บาท หากปล่อยที่ดินรกร้างไว้ติดต่อกัน 3 ปี อัตราภาษีที่ดินรกร้างว่างเปล่าจะเพิ่มขึ้นเป็น 0.9% เจ้าของที่ดินจะต้องเสียภาษีที่ดินรกร้างว่างเปล่าในปีที่ 4 เป็นจำนวนเงิน 9,000 บาท
การชำระภาษีที่ดินรกร้างว่างเปล่า จะต้องชำระภายในวันที่ 31 สิงหาคมของปีภาษี โดยสามารถชำระได้ที่สำนักงานเขตหรือสำนักงานเทศบาลในพื้นที่ที่ที่ดินตั้งอยู่
หากเจ้าของที่ดินไม่ชำระภาษีที่ดินรกร้างว่างเปล่าภายในกำหนด จะถูกปรับไม่เกิน 200% ของภาษีที่ต้องชำระ และหากเจ้าของที่ดินยังเพิกเฉย ไม่ชำระภาษีตามกำหนด จะถูกดำเนินคดีตามกฎหมาย
ดังนั้น เจ้าของที่ดินเปล่าจึงควรใช้ประโยชน์จากที่ดินของตนให้เกิดประโยชน์มากที่สุด เพื่อหลีกเลี่ยงการเสียภาษีที่ดินรกร้างว่างเปล่าที่แพงกว่าที่ดินประเภทอื่น ๆ
