Caractacus Burke adalah pemilik asli Borgin and Burkes. Penyihir darah murni ini lahir pada tahun 1846 dan diperkirakan meninggal pada tahun 1992. Ia mendirikan tokonya pada 1869 dengan partnernya Borgin. Toko ini sendiri terkenal menjual benda-benda ilmu hitam di Knockturn Alley.
Selama menjalankan tokonya Burke terkenal suka mengambil keuntungan dari orang-orang dan melakukan tawar menawar dengan keras. Salah satunya ketika Merope Gaunt, menjual liontin Slytherin kepada pria itu. Ia mengambil kesempatan dari kebodohan dan keputuasaan Merope, lalu membayarnya tak sebanding dengan nilai sebenarnya, sekitar 10 galleon saja. Burke lalu menjualnya lagi kepada Hepzibah Smith dengan harga yang tinggi.
