Efficient AI Development and Policy Innovations
In use cases across finance, national security, health care, criminal justice, transportation and supply chain management, AI is revolutionizing decisionmaking and business models. However, societal concerns and regulations restrict its potential in certain contexts. This requires new and innovative policies to enable responsible development, deployment and use of AI.

One key challenge is the availability of high-quality training data for neural networks. These deep learning techniques are particularly powerful in extracting patterns from complex, multidimensional data types such as images, video, and audio or speech. Creating an effective training set for a specific use case can require massive amounts of labeled data and access to sufficient computing infrastructure.

The good news is that promising new techniques are helping to address this data bottleneck. Reinforcement learning, generative adversarial networks, and transfer learning are among the approaches that can be used to overcome the data hurdles faced by current AI models. These methods can also be applied to the thorny problem of bias and equity, where a specific model is trained to favor one group over another.

Another critical obstacle is the rate at which an AI system can learn and adapt. The pace at which AI systems are able to improve with user feedback can significantly affect how useful and trustworthy they are. A recent example is the success of ChatGPT, a newly released chatbot developed by OpenAI. The huge user base generated massive amounts of feedback, enabling the company to quickly release GPT-4—an improved version of the bot—just months later.

This demonstrates the value of continuous innovation and feedback loops in AI development. However, the scale at which these mechanisms work can put an incredible burden on computing technology and energy resources. This calls for novel strategies in computing technology and energy production that are as efficient as possible. This is the goal of Green AI, which aims to reduce the energy consumption of AI systems through algorithms and hardware optimizations as well as by incorporating energy-efficient components such as GPUs and TPUs.

Autonomous AI Frameworks In addition to these technical considerations, policy innovations are required to help hold AI accountable in a way that can be trusted by businesses and the public. This includes ensuring that the code behind AI decisions is accessible and transparent, and testing models in a safe environment. Several proposals have been made to accomplish this, including requiring companies to release the source code of their AIs and running them in simulator environments. A task force is now studying these proposals, but many observers worry that they will not go far enough.

AI development must also include strong guardrails to prevent misuse of its data and to protect the privacy of users. This is particularly important for use cases that involve personal information, such as AI-driven medical diagnosis and financial risk assessment. It is also essential for addressing societal concerns about the collection, storage, and commercialization of data that could be used to discriminate against people or cause harm.
