It was also decided that a limit should not be set for the other phytocannabinoids since it is difficult to quantify them and setting the limit could put unnecessary restrictions on producers. In addition there is little evidence to suggest that the other phytocannabinoids cause any beneficial effects on humans.

The Working Group concludes by recommending that the maximum amount of 9-THC or 9-THCA per unit of consumption in the case of a CBD product intended for consumption by consumers be set at 50 milligrams. This limit should also be examined every two years. The Working Group also recommends Dstl to conduct an analysis of the controlled phytocannabinoids found in consumer CBD products to ensure that the limits are met.

The recommendations of the Working Group are based on research as well as government reports (UK & international), an ACMD request for evidence (ACMD 2020,) and previous ACMD report.
