This paper investigates the economy-wide impact of the uptake of circular economy (CE) measures for the small open economy (SOE) of Belgium, in particular the impact of fiscal policies in support of lifetime extension through repair activities of household appliances. The impact assessment is completed by means of a computable general equilibrium model as this allows quantification of both the direct and indirect economic and environmental impact of simulated shocks. The results show that different fiscal policy types can steer an economy into a more circular direction. However, depending on the policy type, the impact on the SOE's macroeconomic structure and level of circularity differs. Furthermore, common claims attributed to a CE (e.g. local job creation or decreased import dependence) can be, but are not always, valid. Hence, policy-makers must prioritize their most important macroeconomic goals and opt for an according fiscal policy. Finally, this paper finds that the CO2 equivalent emissions calculated from a production (or territorial) perspective increase, while they decrease from a consumption perspective. This is explained by the substitution of international activities by local circular activities. This comparative analysis advocates for the consumption approach to assess the CE's impact on CO2 equivalent emissions.

In parallel to results of Dümbgen et al. (2017) for what they called the class of bi-log-concave distribution functions, we show that every s-concave density f has a bi-s*-concave distribution function F for s* ≤ s/(s + 1). Confidence bands building on existing nonparametric confidence bands, but accounting for the shape constraint of bi-s*-concavity, are also considered. The new bands extend those developed by Dümbgen et al. (2017) for the constraint of bi-log-concavity. We also make connections between bi-s*-concavity and finiteness of the Csörgő - Révész constant of F which plays an important role in the theory of quantile processes.The present study introduces an active macroscopic mixing device for aqueous sanitizer preparation. It operates on a piezoelectrically actuated oscillating cantilever beam appropriate for disparate feature liquid-liquid mixing. A piezoelectric actuated cantilever beam at the third bending mode vibration frequency produces extreme vibrations when excited by a suitable voltage. Potent mixing occurs as the robust vibration energy is sent from the beam to the container's test liquid. In this work, different glycerol concentrations were mixed with deionized (DI) water and ethanol at 25 ℃. The mixer's performance to mix DI water-glycerol, ethanol-glycerol, and DI water-ethanol-glycerol considered a sanitizer was tested. The measured aqueous-based glycerol mixture's density and viscosity values were validated with the computed values by previous researcher's models and formulas. The observed density reading of the aqueous-based 25% glycerol concentration mixture agreed with the estimated value of a density model having ± 1.1290% deviation.

The online version contains supplementary material available at 10.1007/s11696-021-01886-3.A new design method is proposed to calculate outdoor air ventilation rates to control respiratory infection risk in indoor spaces. We propose to use this method in future ventilation standards to complement existing ventilation criteria based on the perceived air quality and pollutant removal. The proposed method makes it possible to calculate the required ventilation rate at a given probability of infection and quanta emission rate. Present work used quanta emission rates for SARS-CoV-2 and consequently the method can be applied for other respiratory viruses with available quanta data. The method was applied to case studies representing typical rooms in public buildings. To reduce the probability of infection, the total airflow rate per infectious person revealed to be the most important parameter to reduce the infection risk. Category I ventilation rate prescribed in the EN 16798-1 standard satisfied many but not all type of spaces examined. The required ventilation rates started from about 80 L/s per room. Large variations between the results for the selected case studies made it impossible to provide a simple rule for estimating the required ventilation rates. Consequently, we conclude that to design rooms with a low infection risk the newly developed ventilation design method must be used.
Frailty is associated with adverse health outcomes and can be measured using the FRAIL scale. In Singapore, its use has been studied in tertiary hospitals but not in community hospitals. A tool to predict rehabilitation outcomes would allow for better risk stratification and allocation of resources. We aimed to determine whether the FRAIL scale is associated with rehabilitation outcomes in patients admitted to the community hospital setting, where post-acute care and rehabilitation are primarily delivered.

This was a retrospective cohort study. The FRAIL scale was utilised to screen 560 older adults who were admitted to a community hospital for rehabilitation. Data were analysed to determine the relationship between baseline characteristics and frailty status, with rehabilitation outcome measures of absolute functional gain, rehabilitation effectiveness, rehabilitation efficiency, length of stay and discharge destination.

The combined score of the FRAIL scale showed significant negative association withs of pre-frail patients.A widely used media narrative suggests that the environment benefitted from the Covid-19 lockdowns. Numerous publications which came out following the lockdowns only reinforced this view by seeing Covid-19 as an opportunity to think more about the environment. However, these narratives are largely anecdotal, assumptive and pay little attention to the question of what people actually think about the lockdowns in environmental terms. To fill this gap, this study provides the empirical basis needed to either support or reject the aforementioned dominant narrative on Covid-19 and environment. Survey data (eighty questionnaires per country) were collected from participants in Cameroon (Buea), Egypt (Cairo), Italy (several major cities) India (Mumbai and New Delhi), and The Netherlands (mainly Amsterdam). The findings of this study reveal that generally, Covid-19 has not changed the way most people think about the environment. This is either because people were already pro-environmental before Covid-19, or people see Covid-19 and the visible environmental changes as temporal phenomenon. One other major observation in this study is the regional differences in environmental attitudes in relation to Covid-19. The least change in environmental attitudes was observed in high-income countries and the most change in low-middle-income countries. Therefore, the paper concludes that the importance of Covid-19 on a more sustainable future should not be overplayed or overemphasised. It will take more than a two-year break from normal living to mitigate environmental degradation. Accordingly, pro-environmentalism should focus on other intervention points.The European Commission launched the Coronavirus Response Investment Initiatives in March 2020, which aimed to help European economic actors, including the fishing sector, to cope with the COVID-19 crisis. This initiative was translated into French law in April 2020, through a decree laying down conditions for obtaining temporary cessation subsidies. Here, we demonstrate that, in stark contradiction with the European Union's international commitments and binding objectives, France allocated this fund in a way that mostly benefited large-scale, high-impact fisheries. In particular, we show that seven companies/groups received 28.5% of all subsidies, for only 53 vessels, i.e. 0.8% of the French fleet. We also show that vessels smaller than 12 m and operating lower impact, 'passive' gears only accounted for 8.7% of subsidies although they account for 74.5% of the French fleet. In contrast, vessels larger than 12 m (and up to 89.4 m) and operating higher impact, 'active' gears captured 70.5% of all subsidies, although they only account for 10.7% of the fleet. These results support the fact that despite celebrated commitments and objectives aiming to support low impact, coastal communities and to rebuild thriving marine ecosystems - including during the COVID-19 crisis - a key fishing state such as France keeps implementing policies that are tailored by and for the most powerful companies and impactful fishing practices.The COVID-19 pandemic has caused many countries to close their borders to travellers, in an attempt to contain the spread of the virus. Notwithstanding repeated calls by the United Nations, the shipping industry, and maritime unions to designate seafarers as "key workers" in all jurisdictions, many countries still do not allow crew change. While crew change is however generally possible in many ports, the number of people stranded at sea remains unacceptably high, which signals wide-spread breaches of the United Nations 2006 Maritime Labour Convention (MLC, 2006). This humanitarian crisis needs to be resolved soon, as its continuation risks eroding the hard-won Maritime Labour Convention.The COVID-19 pandemic once brought the global cruise industry to a standstill. This has led to the realization that the development of viable disease risk management policies and measures will guarantee the sustainability of cruise tourism. The purpose of this study is to identify and develop a framework for risk management of cruise ship disease based on the research literature of cruise diseases in the Web of Science from 1996 to 2019. The study analyzed the characteristics of the literature researchers, the relationships between their research institutions organizations, the main cruise ship disease cases and measures. Based on the discussion of COVID-19 on cruise ships,risk management factors of cruise ship diseases were proposed,which include the port country's epidemic prevention capacity, the mode of disease transmission, the relevant regulations on international public health disposal, the design and construction of cruise ships, the medical and health conditions on cruise ships, and the characteristics of cruise tourism activities. A timeline and system framework for cruise ship disease risk management is proposed. A special "maritime mobile community prevention and control system" should be established, and a cooperation mechanism consisting of the government, non-governmental organizations, trade groups and industry experts should be established. The port should be capable of border isolation, detection and establishment of temporary shelter hospitals. At the same time, big data technologies such as disease tracking, investigation and health data are also important components of the risk management system.
