"Preventive treatment of disease" is one of the characteristics and advantages of traditional Chinese medicine. It is the most influential theory of traditional Chinese medicine. The core of the theory is "pre-prevention before disease", "prevention of disease from progress" and "prevention of recovery after disease", and the prevention concepts are "prevention of disease from deve-lopment" and "blockage and reversal". It coincides with the idea of preventing disease with precautions and preventing the occurrence of drug-induced diseases. This article intends to consider the theory and practice of pharmacovigilance of Chinese medicine from the "preventive treatment of disease", in order to provide reference for clinical safety medication. It has puts forward the practical measures of pharmacovigilance of traditional Chinese medicine, such as giving medical advice, paying attention to monitoring, preventing biological change, planning for the long term, preventing disease from changing, delaying the disease progress, protecting vital Qi, controlling internal disorder and preventing recurrence. It also indicated that pharmacovigilance of traditional Chinese medicine is an important part of the "preventive treatment of disease", and an important guarantee for the safe and rational use of medicines in clinical practice, which is conducive to protecting and promoting people's health and improving people's quality of life.The safety of traditional Chinese medicine is an important issue of people's livelihood in China. The traceability process on the quality of traditional Chinese medicine is characterized by long duration, many links, and complex circulation process of traditional Chinese medicine, so the establishment and improvement of traceability system is key to the modernized development of traditional Chinese medicine. Scarlet fever is a warm-toxin disease from the perspective of the theory of warm disease. It is a warm infectious disease caused by epidemic. Xilei Powder was recorded in the Chinese Pharmacopoeia from 1953 edition to 2010 edition. As China joined Convention on International Trade in Endangered Species of Wild Fauna and Flora(CITES), Xilei Powder was removed from the Chinese Pharmacopoeia of 2015 edition due to the limitation of the use of animal drugs, such as ivory and rhinoceros horn. Due to the lack of theoretical studies on Xilei Powder, by consulting ancient books, monographs and papers, we comprehensively summarized and studied historical evolution and prescription connotation of Xilei Powder, and analyzed its drug origin and clinical application, in the hope to promote the theoretical study and clinical application.The safety and efficacy of Naoxintong Capsules combined with Western medicine in treatment of chronic heart failure(CHF) were analyzed based on Meta-analysis system. Databases, such as CNKI, VIP, WanFang, PubMed, EMbase and Cochrane Library, were retrieved from the inception to 31 August, 2019, to collect literatures about the effect of Naoxintong Capsules in treating CHF. RevMan 5.3 software provided by Cochrane collaboration network was used for statistical processing of the extracted data. This study included 15 RCTs, involving 1 595 patients, including 802 cases in the treatment group and 787 cases in the control group. The quality of the literatures was generally low. Meta-analysis results showed that the clinical efficacy rate on patients can be significantly improved by adding Naoxintong Capsules to conventional Western medicine, so as to significantly increase chronic heart failure(RR=1.24, 95%CI[1.18, 1.31], P<0.000 01), ventricular ejection fraction(MD=3.96, 95%CI[2.64, 5.27], P<0.000 01), left ventricular short axis shortening rate(MD=4.17, 95%CI[2.25, 6.10], P<0.000 1), and stroke volume(MD=10.27, 95%CI[8.47, 12.08], P<0.000 01), and reduce type B natriuretic peptide(MD=-50.10, 95%CI[-68.42,-31.78], P<0.000 01), left ventricular end-diastolic diameter(MD=-5.69, 95%CI[-7.68,-3.69], P<0.000 01), left ventricular end-systolic diameter(MD=-4.05, 95%CI[-4.89,-3.21], P<0.000 01) and left ventricular end-systolic volume(MD=-6.67, 95%CI[-8.46,-4.88], P<0.000 01), with statistically significant differences. From January 2017 to April 2019, in Endocrinology Department for Outpatients and Inpatients of the First Affiliated Hospital of Henan University of Chinese Medicine, 125 elderly patients with type 2 diabetes mellitus and type H hypertension with carotid artery vulnerable plaque(Qi-Yin deficiency with phlegm stagnation) were selected. According to the numerical table method, the patients were randomly divided into the control group(63 cases, including 56 cases completed) and Xiaoji group(62 cases, including 58 cases completed). In this study, the UPLC-MS-MS detection method was established for eight flavonoids(kaempferol-3-O-β-D-rutinoside, isoquercitrin, quercetin, isorhamnetin, rutin, iridin, quercetin-3-O-β-L-arabinoside, kaempferol) and DL-3-phenyllactic acid, and the dynamic change of their contents at fermentation course were monitored. Meanwhile, the experiment employed five common no-naquatic pathogenic bacteria(Staphylococcus aureus, Escherichia coli, Pseudomonas aeruginosa, Klebsiella pneumoniae, and Bacillus subtilis), and four common aquatic pathogenic bacteria(Aeruginosa hydrophila, Delayed Edwards, Vibrio alginolyticus, and Vibrio harveyi) to validate in vitro anti-microbial activity of the fermented aerial part of B. chinense at different fermentatiot the fermented aerial part of B. chinense had a high sensitivity to aquatic pathogens, which may be caused by the increased contents of isoquercitrin, rutin, quercetin-3-O-β-L-arabinoside and DL-3-phenyllactic acid. In conclusion, this study provides a theoretical basis and new idea for the further development of the large amount of wasteful aerial part of Bupleurum chinense.A method based on high performance liquid chromatography(HPLC) was developed for simultaneous content determination of 14 components in rhubarb charcoal. After 18 batches of raw rhubarb materials were heated at different temperatures and time points, the contents of 14 components(5 categories) were determined, including gallic acid, 5-hydroxymethylfurfural(5-HMF), 5 kinds of free anthraquinone, 5 kinds of bound anthraquinone and 2 kinds of sennosides. In the analysis of sample color characteristics combined with principal component analysis(PCA), it was found that 18 batches of samples can be grouped into five categories, with the traditional traits "black charred on the surface, dark brown inside" as the standard. Samples of category A, B, C and D were "less" carbonized, and category E samples were carbonized "moderately or a little bit excessively". The corresponding components sennoside and combined anthraquinone showed a one-way decreasing pattern, and the contents of free anthraquinone, gallic acid and 5-HMF showed an increasing pattern before decreasing. The results showed that the contents of free anthraquinone and gallic acid in the samples were larger than those in raw materials while the contents of glycosides and combined anthraquinone were lower than those in raw materials when the samples were "less" "moderately" or "a little bit excessively" carbonized. The two change modes of the component contents of the studied samples have good robustness, and have a reference value for more comprehensive evaluation and control of different heating conditions from the perspective of chemical characterization on the color and content of rhubarb charcoal and the change mode of the content of other carbon medicines.
