They can be damaged and fail due to many reasons, for instance when the key is inserted too forcefully or in the wrong place. They may also fail due to corrosion or other reasons. If your ignition cylinder isn't turning it's time to replace it. You can do this yourself however it's a job that requires you to remove the covers on the steering column and the airbag cover. This process can be risky and complicated and the replacement cylinder might require special tools to put in.
The ignition cylinder is located in the middle of the column where the steering wheel attaches. It has two screws at the bottom and a clip on the side that holds it to the column. It is important to remove these before you begin working on the cylinder to ensure that it doesn't break and get lost.
After the screws are removed, you can remove the plastic retainers on the bottom of the cover. A metal retainer clips into the top cover to keep it in position. It is possible to pull off the cover in order to remove the tabs that are lower.
These can be broken off by taking off one of the retaining screws and bending the tab outwards a little. If the tab is broken off completely, it can be replaced by a piece of perforated metal strapping, which can be found at most hardware stores. You'll need U-clips for attaching the new "tab" to the bottom. These can be purchased at any auto parts shop.
