I want to configure Okta authentication for our API services,
So that only authorized users and systems can access the APIs securely.

Acceptance Criteria
FastAPI backend is integrated with Okta for token validation.
Token sent from the UI must be validated using Okta (OAuth2 / OpenID Connect).
If the token is valid, user can access the API service.
