ففي مجموعة قوانين جديدة وتعديلات قوانين قديمة تخص قطاع الإتصالات والجريمة الإلكترونية، قررت الإمارات منع أي مقيم داخل الإمارات من استخدام خدمات VPN لإخفاء أثره بعد ارتكابه أي نوع من الجرائم الإلكترونية مثل الدخول للمواقع المحجوبة أو إخفاء رقم IP الخاص به.
ونص القانون أنه عندما يتم استخدام عنوان IP مزيف ( عبر تغييره من خلال VPN أو أي طريقة أخرى) لإرتكاب أي جريمة إلكترونية أو منع كشفها، سيتم معاقبة الفاعل بغرامة مالية لاتقل عن نصف مليون درهم ( 136 ألف دولار ) و تصل حتى مليوني درهم ( 545 ألف دولار ) و/أو السجن المؤقت.
هذا المنع بالطبع يشمل ليس فقط المواطنين انما المقيمين والعمالة الوافدة التي تشكل 88% من إجمالي سكان الإمارات الذين يستخدمون تطبيقات التواصل مثل سكايب وواتساب وفايبر وغيرها للإتصال المجاني مع أهاليهم والتي تحجبها الإمارات ويعتمدون على خدمات VPN لتجاوز الحجب في التطبيقات والدخول إلى المواقع المحجوبة.
في السابق كان القانون يحظر على المستخدمين في الإمارات الإستفادة من خدمات VPN لإخفاء هويتهم عند ارتكاب جرائم إلكترونية، لكن الآن أصبح القانون يسمح للشرطة بملاحقة أي مستخدم لـ VPN فقط لإخفاء رقم IP الخاص به.
