Hugo adalah pria yang berasal dari faksi Candor. Jangan tanya bagaimana masa lalunya karena dia sendiri pun tidak ingat. Ya, dia mengalami amnesia. Yang ia tau tentang identitasnya berasal dari cerita kerabatnya bahwa dia memang asli dari faksi Candor. Maka dari itu, daripada memilih faksi yang ia tidak ketahui seperti apa (karena amnesia), ia lebih memilih tetap berada di faksi Candor. Banyak beredar bahwa dia bisa amnesia seperti ini karena sifat mengatakan apa adanya ini. Seseorang yang tidak ingin Hugo beberkan kejahatannya membahayakan nyawa Hugo, tapi hasilnya orang itu malah membuat Hugo amnesia. Walaupun begitu Hugo tidak begitu peduli dengan masa lalunya. Ia move on. Lebih baik jalani apa yang ada di depan matanya. Di sinilah ia sekarang, mengajar di DFA di faksi Candor tentunya.
