Paripurna DPR tentang pengesahan pencalonan Komjen Tito Karnavian sebagai Kapolri dimulai pagi ini. Data di atas kertas kehadiran anggota DPR sudah kuorum, namun kenyataan di ruangan banyak bangku kosong.
Rapat dimulai pukul 11.00 WIB di ruang paripurna gedung DPR, Senayan, Jakarta, Senin (27/6/2016). Rapat dipimpin wakil ketua DPR Fadli Zon, hadir seluruh pimpinan DPR di paripurna kali ini. Rapat ini molor satu jam dari jadwal seharusnya pukul 10.00 WIB.
Fadli menyampaikan dalam absensi yang diterimanya, ada 310 anggota DPR yang sudah hadir. Namun dalam absensi di bagian depan, tercatat hanya 253 anggota yang hadir dari 558, dengan catatan dua anggota belum dilantik.
Hadir dalam paripurna ini Komjen Tito Karnavian yang duduk di sisi kiri pimpinan DPR, Tito tampak didampingi beberapa jenderal polisi. Di antaranya Kabarhamkam Komjen Putut Eko Bayuseno, Kepala BNN Komjen Budi Waseso, Deputi BNPT Irjen Petrus Golose, Irwasum Polri Dwi Priyatno.
Kemudian Widyaswara Madya Sespim Polri Brigjen Pol Martuani Sormin, Kapolda Metro Irjen Moechgiyarto, Kapolda Papua Irjen Paulus Waterpauw dan lainnya.
Sebelum rapat dimulai, pimpinan DPR meminta waktu anggota DPR untuk mengheningkan cipta atas wafatnya dubes Alex Litaay.
