In this paper, a multi-echelon, multi-period, decentralized supply chain (SC) with a single manufacturer, single distributor and single retailer is considered. For this setting, a two-phase planning approach combining centralized and decentralized decision-making processes is proposed, in which the first-phase planning is a coordinated centralized controlled, and the second-phase planning is viewed as independent decentralized decision-making for individual entities. This research focuses on the independence and equally powerful behavior of the individual entities with the aim of achieving the maximum profit for each stage. A mathematical model for total SC coordination as a first-phase planning problem and separate ones for each of the independent members with their individual objectives and constraints as second-phase planning problems are developed. We introduce a new solution approach using a goal programming technique in which a target or goal value is set for each independent decision problem to ensure that it obtains a near value for its individual optimum profit, with a numerical analysis presented to explain the results. Moreover, the proposed two-phase model is compared with a single-phase approach in which all stages are considered dependent on each other as parts of a centralized SC. The results prove that the combined two-phase planning method for a decentralized SC network is more realistic and effective than a traditional single-phase one. This paper studies a continuous-review stochastic inventory problem for a firm facing random demand and random supply disruptions. The supplier experiences operational (on) and disrupted (off) periods with exponentially distributed durations. The firm adopts an order-up-to level policy during the on period and additionally can release an emergency order based on the inventory level just before disruption. This inventory policy is described by a continuous-time Markov chain model. We analyze the model for two different lead time scenarios and suggest solution approaches yielding the optimal policy parameters. In a numerical study, we explore the value of exercising such a policy and show that an emergency ordering opportunity at the disruption time brings substantial cost savings in cases with high lost sales cost, long off period, and low percentage of supplier's availability.COVID-19 has emerged as a global pandemic caused by its highly transmissible nature during the incubation period. In the absence of vaccination, containment is seen as the best strategy to stop virus diffusion. However, public awareness has been adversely affected by discourses in social media that have downplayed the severity of the virus and disseminated false information. This article investigates COVID-19 related Twitter activity in May and June 2020 to examine the origin and nature of misinformation and its relationship with the COVID-19 incidence rate at the state and county level. A geodatabase of all geotagged COVID-19 related tweets was compiled. Multiscale Geographically Weighted Regression was employed to examine the association between social media activity and the spatial variability of disease incidence. Findings suggest that MGWR could explain 80% of the COVID-19 incidence rate variations indicating a strong spatial relationship between social media activity and spread of the Covid-19 virus. Discourse analysis was conducted on tweets to index tweets downplaying the pandemic or disseminating misinformation. Findings indicate that sites of Twitter misinformation showed more resistance to pandemic management measures in May and June 2020 later experienced a rise in the number of cases in July.Pteris vittata (PV) and Pteris quadriaurita (PQ) are reported to hyperaccumulate arsenic (As) when grown in Asrich soil. Yet, little is known about the impact of their unique As accumulation mechanisms on As transformations and cycling at the soil-root interface. Using a combined approach of two-dimensional (2D), sub-mm scale solute imaging of arsenite (AsIII), arsenate (AsV), phosphorus (P), manganese (Mn), iron (Fe) and oxygen (O2), we found localized patterns of AsIII/AsV redox transformations in the PV rhizosphere (AsIII/AsV ratio of 0.57) compared to bulk soil (AsIII/AsV ratio of ≤0.04). Our data indicate that the high As root uptake, translocation and accumulation from the As-rich experimental soil (2080 mg kg-1) to PV fronds (6986 mg kg-1) induced As detoxification via AsV reduction and AsIII root efflux, leading to AsIII accumulation and re-oxidation to AsV in the rhizosphere porewater. This As cycling mechanism is linked to the reduction of O2 and MnIII/IV (oxyhydr)oxides resulting in decreased O2 levels and increased Mn solubilization along roots. Compared to PV, we found 4-fold lower As translocation to PQ fronds (1611 mg kg-1), 2-fold lower AsV depletion in the PQ rhizosphere, and no AsIII efflux from PQ roots, suggesting that PQ efficiently controls As uptake to avoid toxic As levels in roots. Analysis of root exudates obtained from soil-grown PV showed that As acquisition by PV roots was not associated with phytic acid release. Baricitinib manufacturer Our study demonstrates that two closely-related As-accumulating ferns have distinct mechanisms for As uptake modulating As cycling in As-rich environments.Public health programs began as an attempt to fight infectious diseases that are difficult to address without collective action. But the concept and practice of public health has ballooned to encompass an expanding list of controversial public policy goals ranging from reducing obesity to raising self-esteem. As the list of controversial goals expands, support for "public health" measures contracts. I'll briefly defend the view that we should define public health as the provision of health-related public goods. I'll then show that being a health-related public good is not a sufficient condition for counting as a public health goal, since virtually any private good can be converted into a public good by government fiat. This is the conversion problem, which challenges the way we ordinarily think about public goods and public health.
