Only orphan slavants are chosen as candidates eligible to serve the royal family of Elysia. House Elysia can be long extinct (or so we think?) founders of Elysia, first to bond with dragons (via sorcery) somehow led to three Houses of Olde Elysia; Fyrethorne and (two with similar styles and references to flame or dragons). Elysian capital is (Dragonhold, Dragonthrone? completely different name also possible) and the throne is within the jaws of the golden sculpture of a dragon, located in a small palisade, open air, columns, with a cliff and open ocean; and/or capital could be on a high mountain in the middle of Elysia (cannot be like GoT)

House Fyrethorne is currently ruling; possibility for "chess" with other two Houses of Olde Elysia, but cannot be like in the Western Continent (which needs name); there needs to be enough internal chess at the beginning of the story that suspects are NOT Vashti, who needs to seem obvious only in retrospect. Western Continent families need own styles, drawing from real nations

A religious order cares for a small trove of dragon eggs, but you must solve how there are many, but only one at a time living = no sex = no replenishing
Religious order can use sorcery, albeit "weakly" which you can draw on. Perhaps it is rare, and can be learnt/cultivated, in which case slavant could have it.
So: ruler has the divine right (can be a noun: Divyne Right etc) if and only if one of the dragon eggs bonds with him/her.
possibilities: ruler tries w/o dragon (success or disaster) either because they seek power or because eggs simply do not choose
eggs could be coerced into bonding? eggs can be good or "wicked"
two dragons could hatch at once
a dragon could hatch to someone in secret, or hatch to someone who does not wish to rule
dragon and human share the breath of life; one dies = other dies.
