تعرف القيمة العادلة للأصل على أنها ذلك المبلغ الذي يتم بواسطته بيع أو شراء الأصل من خلال عملية تبادلية حقيقية بين أطراف مطلعة وراغبة في التبادل، بعيداً عن ظروف التصفية، وفي المقابل تعتبر القيمة العادلة للمطلوبات على أنها تلك القيمة التي تستحق أو المبلغ الذي يتم سداده من خلال عملية تبادلية حقيقية بين أطراف راغبة في العملية، مع استبعاد أثر التصفية. ويتم تقدير القيمة العادلة لأي بند من خلال الأسعار المعروضة أو المطلوبة ، وفي حالات عدم توفر هذه الأسعار فيتم تحديد القيمة العادلة للبند بشكل تقديري.
وقد برر مجلس معايير المحاسبة المالية استخدام مصطلح القيمة العادلة لأنه ليس لكل الأصول والالتزامات قيمة يمكن الحصول عليها من السوق .
وقد عرف معيار المحاسبة الأمريكي رقم (١٠٧) القيمة العادلة على أنها ( هذه العملية في حالات التصفية أو البيع الجبري). قيمة تبادل الأصل في عملية تبادلية حقيقية بين أطراف راغبة في التعامل.
مبدأ التكلفة التاريخية:
هو يعنى تقويم الأصول والخصوم على أساس السعر النقدي المعادل لتلك الموارد والالتزامات وذلك في تاريخ اقتناء الأصل أو قيام الالتزام أي أن الإثبات يتم وفقا للتكلفة وليس حسب القيمة. فالقيمة تتجسد بالقيمة الحالية لمقدار الخدمات المتوقع الحصول عليها من هذا الأصل خلال سنوات العمر الاقتصادي ولا يتم الاعتراف بالقيمة إلا عند تحققها (بتحقق الإيراد أو البيع).
