Category A1 Regulations and How Fragomen Can Help
Businesses that send their employees abroad are increasingly relying on rules of category A1. Failure to comply could have a significant effect on employee productivity, and can result in expensive fines. Fragomen is a pioneer in the development of strategies for government social security coordination. We can help you improve your global mobility programs to ensure compliance from the start.
1. Vehicles with a maximum permitted mass of 750 kg
Some single-axle tractor models powered cycles, mopeds with two or three wheels motorized invalid carriages, and other types of vehicles aren't considered category a1 cars. These vehicles are used for transportation or work and are not restricted in their maximum speed.
The categories of vehicles on driving licences are often based on the vehicle's weight. This includes the unladen weight as well as any equipment or accessories that are connected to the vehicle. This excludes any cargo being transported. When registering a car or requesting a license it is essential to know its category.
Drivers can operate vehicles that have a maximum allowed mass (MAM) of up to 3,500 kg and up to 8 passenger seats. A vehicle of category B can be coupled with a trailer up to 4,250 kg. This license can also be combined with category C+E, which allows the driver to drive vehicles of up to 16,000 kg MAM and trailers of up to 8,250 kg MAM.
The category A1 driving license is a two-stage license which requires first passing an examination for driving in Category A2. This licence allows you to drive small motorized vehicles like mopeds and other two-wheeled vehicles that have a an engine capacity of at least 125 cubic centimeters and a power/mass ratio not exceeding 11 kW. This license is only available to those who are older than 16 years old.
2. Vehicles with a maximum authorized mass of 750 kg in combination with a trailer
A vehicle in the category "B" can be paired with a trailer up to 750 kg (MAM), without the requirement of an additional licence. The MAM is usually displayed on the chassis plate of the vehicle. If the total (plate) weight of towing the trailer and the vehicle exceeds 750kg, code 96 must be added to the Category B driving license.
Drivers who have a category B driving licence are permitted to drive private cars or light lorries, as well as small caravans. They can also tow O1 and O2 trailers if the total maximum allowed weight of these vehicles does not exceed 3.5 tonnes. Drivers in Category B are permitted to tow smaller O3 trailers if the car's weight without load is less than or equal to the maximum MAM of the O3 trailer.
Drivers who wish to operate larger motor vehicles and caravans must have an a driving licence of category C. They can then drive a bus for more than eight passengers and one or more trailers up to a total weight of 750kg. After achieving category D, the driver may choose to move to category DE and tow a trailer up to 12,000kg in gross weight. The age of eligibility to categories DE and D is 23 years. Drivers with physical disabilities can use motor tricycles with a maximum power of 15kW and operate category A1 or A vehicles, provided they hold a category B provisional licence.
3. Vehicles with a maximum authorized mass of 750 kg in combination with motor caravans
It's important that you understand the rules and regulations governing this type of operation, if you are planning to drive a vehicle that has an authorized maximum weight of 750kg when combined with a caravan. These rules are laid out in the Road Vehicles (Construction and Use) Regulations.
The rules for this type of towing are complicated and may differ based on the category of your licence. To determine what you are legally permitted to do, you should check the back of your driving licence card. It will show the dates for the start and end for your category of licence and should also indicate the types of vehicles you can drive and the size of caravan you are able to haul.
In general, it's recommended that the laden weight of your trailer be no higher than 85 percent of the weight unladen of your vehicle. This will improve your stability when towing. It's also a good idea for you to practice driving your trailer and vehicle on a road that is open before you take to the road.
A Category B license holder is able to drive a vehicle that is up to 3,500kg Maximum Authorized Weight (MAM), in combination with a maximum authorized mass (MAM) trailer. They are also able to combine two trailers provided that their combined MAM isn't more than 7,500kg. However they must make sure that the towing vehicle and the trailer are properly connected, and that the trailer has working brakes. This requirement applies regardless of whether the trailer is attached via an inertia brake, or an overrun system.
4. Vehicles with a maximum authorized mass of 750kg in combination with an armoured vehicle
The category B licence allows drivers to drive vehicles that have trailers weighing up to 8,250 kilograms maximum weight per axle. Minibuses can also be driven with up to eight seats, and tow trailers up to 750kg MAM. Drivers who have a licence category A1 can drive light motorbikes. They can have a maximum cylinder capacity of 125 cubic centimeters, and a power-to-weight ratio up to 0.1kW/kg. They can also drive three-wheeled motor vehicles that have a cylinder capacity of 50 cc or more and can be driven by mopeds with two or three wheels.
In certain states, drivers who hold a category A license can also drive a vehicle combination comprised of a tractor unit along with trailer. However, they must be in compliance with the axle spacing requirements for the trailer and tractor combination. These specifications are displayed by the manufacturer on a plate that is attached to the tractor.
Category C1 drivers are able to drive vehicles with a maximum authorised mass of between 3,500 and 7,500 kg in combination with a trailer. They are also able to drive vehicles in category C or category D that are designed for specific reasons, such as transporting passengers or goods. These vehicles must have seats for passengers and a toilet. They may also have fridges, freezers or other gadgets.

It also includes smaller motor vehicles that don't include a seat for passengers. You can also operate a minibus that can carry up to eight people. You can check what vehicles your licence permits you to drive by using the Government website.

The band must be a color that contrasts the background of vehicle body. In addition the name of the EMS agency must be displayed in permanently affixed lettering that is a minimum of four inches continuous in the height.

This could include communication via commercial mobile radio services (CMRS) or private mobile radio services (PMRS). During transportation, the EMS agency must maintain drugs and drug kits in a secure storage compartment or approved bracket.

6. Vehicles that have a maximum permitted mass of 750 kg together with a hearse
The maximum authorized mass (MAM), or weight, of a car is the maximum weight that it can support under normal conditions. It includes the weight of the driver, all parts that are normally used by the vehicle, and vital fluids such as oil. This information is typically found in the owner's manual for the vehicle or on a plaque. If you drive a combination of a category B vehicle and a trailer your licence generally allows you to tow up to 8.25 tonnes MAM.
If you have a category-B licence that was issued at least two years ago, and the number 96 has not been entered on your driving license, then you can drive a combination between an automobile of category B and a trailer with a maximum mass of up 7,500 kg. This exemption is applicable to vehicles that aren't classified as lorries and have seats that can accommodate up to 8 passengers and the driver. It also covers land tractors and work vehicles and motor-driven quadricycles.
You may also drive an automobile in the category B with a trailer with an authorized maximum mass of 750kg or more if you possess a category B licence and the code 96 is not entered on the licence.
