As part of NIA, DOE will assess the impacts on consumers, such as the cost savings throughout the lifecycle and simple payback time (PBP). DOE will use its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate the industry's net present value ("NPV").
The impact on manufacturers will be evaluated also, and DOE will employ a modified version of its Industry Cash Flow model adapted for this type of product to calculate the manufacturing NPV. DOE will also consider the impact of these proposals on small businesses and other subgroups of manufacturers to identify those who are likely to be affected.
Additionally, DOE will consider whether the testing procedures for microwave ovens need to be updated to include active mode energy usage and an active mode energy use metric. Currently, the test procedures only address standby mode power use.
