As part of NIA, DOE will assess the impacts on consumers, including cost savings over the lifecycle, as well as the simple payback period (PBP). DOE will utilize its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate industry net present value ("NPV").
The impact of manufacturers will be assessed also, and DOE will employ an updated version of its Industry Cash Flow model, which has been adapted to this particular product type to estimate manufacturing NPV. DOE will also look at the impact of these proposals on small businesses as well as other subgroups of manufacturers to identify those who could be most affected.
In addition, DOE will consider whether the test procedures for microwave ovens must be revised to include active mode energy use as well as an integrated active mode energy use measurement. Currently, the test procedures only cover the standby mode power usage.
