Buy a Driving License Without a Test in Germany
If you are an EU citizen or a country with which Germany has a reciprocity agreement, you can swap your license without having to pass any tests. You must pass a test of practical driving test in Germany before you are able to drive.
The first step is to sign up with an German driving school. You will take the theory and take practice classes at a cost.
Theory test
