Obtaining a Driving Licence C+E
The most complete HGV license is C+E. This licence allows you to drive an HGV with trailers or semi-trailers weighing more than 750kg.
The training for category CE is usually an inevitable continuation of the course that leads to category C. It requires at least ten hours of instruction which includes driving on training tracks as well as roads with different traffic density.
Requirements
A driving license is a valid document that proves that the driver has met all legal requirements to drive. These requirements differ from country to country, but most include passing a test and having no convictions for traffic violations. The tests are typically divided into two parts: the theory and practical. However, there are exceptions. The first step in getting an license is to complete an instruction in driving, and pass the theory test. A driver must be physically fit in order to drive. Some countries require proof, for example, a medical exam.
The next step is obtaining an Category C license, or a the driver's license for cars. This permits you to drive passenger vehicles, trailers and trucks with a maximum weight of 7.5 tons. If you already have a Cat C licence, you can upgrade to a Category C + E licence, which allows you to drive articulated heavy goods vehicles that weigh up to 44 tonnes.
You must be at least 21 years old to be eligible for a Category C license. This is the minimum age requirement, however you may be able to get one earlier if you have completed the course for your Driver Certificate of Professional Competence (Driver CPC) or are currently in the process of completing it. You must also possess a full driving licence to qualify for the category C+E license.

If you do have a mental health issue then the DVLA will evaluate your application on a case by case basis.
Training
You can learn to drive a truck while working. Several companies provide complete driver training programs. These companies offer training on how to drive rigid and articulated heavy goods vehicles up to 32 tons. The training consists of a combination of classroom instruction and driving tests on the road. The driving test usually lasts around 1.5 hours and involves following a designated route. The examiner will inform you of any directions or diverted routes.

The student will be awarded a certificate after completing the course at an approved driving academy. This certificate needs to be presented to an official from the Vehicle Inspection Officer (VIO) when applying for a driving licence. The VIO will conduct a test for drivers to verify that the applicant is prepared to drive in a category C+E car.
Once the driving test is successful If the test is successful, the VIO will issue an permanent license. The license will contain information about the driver, including his name and father's name, date of birth, address, vehicle types, emergency contact information as well as blood group information fingerprint impression, and photograph. The driver must also pass an examination to be able to get a license.
The license is valid every three years. It is usually accompanied by a document called a "vremennoe razreshenie". Drivers must also undergo first aid classes to be prepared for any possible accidents on the road. Based on the location you live in the driver might need to obtain an additional endorsement in order to drive passenger cars. These endorsements are also known as commercial drivers licenses (CDL). These endorsements are required for drivers who want to transport dangerous materials.
Exams

The questions are based on the information contained in Chapters 4 through 11 of the NYS Driver's Manual. To prepare for the test, study the manual and take practice tests. It is crucial to take your time when taking the test and not rush through the questions.
The driving exam consists of the demonstration of basic vehicle control, slope starting (for manual transmission vehicles) back-up, and an obstacle course. To the DVS office applicants must bring a valid driver's licence and proof of insurance. The written and oral exams are available in English, Albanian (in Albanian), French, Hebrew, Italian and Korean.
An extensive job analysis is conducted prior to the development of every exam. The job analysis involves watching incumbents, conducting surveys, interviewing, as well as analyzing current documentation. A group composed of Subject Experts, or SME's, is constituted to review the job analysis and create the exam questions. The SMEs are well-versed in questions and writing techniques and are acquainted with the knowledge, skills and abilities needed to perform the job satisfactorily.
The written and oral exams are designed to be as similar to the real world as is possible. Examiners can deny you your license under certain conditions. You may be denied a license if, during the test, you were driving in a dangerous manner or were involved in an accident. Or if you violated traffic laws or rules and regulations. Some commenters were concerned about the phrase "not certified." The final rule employs the term "not-certified" to avoid any implication the CDL driver is not qualified medically. This language makes it clear that the driver's driving privileges are not being taken away due to FMCSA's negative actions. The final rule also requires the State-designated licensing authority (SDLA) to publish the medical certification status on the CDL holder's CDLIS driver record. This will prevent false and fraudulent claims that drivers are medically qualified even though the driver is not. To further prevent fraud in the future, the SDLA must include the contact information of the ME who conducted a medical examination on the driver's file. This requirement will remain in effect until FMCSA issues a new rule to address this issue. In the meantime, motor companies can continue to maintain the original or a copy the medical examiner's report in their driver qualification records as evidence that a driver is medically qualified in the event that the driver can prove the date of receipt of the certificate from the ME.
