The aim of this work was to develop a simple but holistic approach to the management of construction projects in order to ensure compliance with technical standards and environmental criteria right from the set-up phase and to foster an increased use of recycled materials and saving of natural resources. To achieve this goal, a multi-user platform was designed and developed to manage and control all stages and procedures of public work and provide support to all those involved throughout the various stages of implementation. The platform included (1) technical standards; (2) environmental law; (3) databases; (4) technical specifications for public tenders; (5) a tool to assess environmental impacts and circularity; (6) a marketplace to facilitate and transparently manage trading of natural, artificial, and recycled aggregates; (7) interactive catalogues with declarations of building products; and (8) interactive maps for the geolocation of treatment plants, producers, and construction sites. The platform, currently undergoing validation by public administrations, will represent a valuable tool for use in enabling public work contractors to reduce environmental impacts, promote an informed and transparent use of recycled products, and to encourage a more sustainable use of natural resources. The platform will facilitate the application of green public procurement (GPP) which, although mandatory in several countries (e.g., in Italy), continues to encounter a series of problems in implementation. The platform will also enhance compliance with technical standards and minimum environmental criteria (MEC), as recently defined for buildings and road construction and maintenance, thus expanding the market for artificial and recycled aggregates with certified products and guaranteed quality.Supplying adequate water to individuals and maintaining water supplies to support human life, particularly to rapidly urbanizing communities, are of paramount importance in the development of urban areas in each country worldwide. In turn, maintaining water resource quality and avoiding permanent damage as a consequence of environmental pollution and unsustainable off-take from sources such as rivers and aquifers should be considered as important as the water supply quantity. In this study, random forest (RF) and M5 model tree (M5) models were used to predict water biochemical oxygen demand (BOD). Having decomposed the input variables by wavelet transform, based on the feature selection algorithms (FS) (relief (RA), correlation (CA), principal component analysis (PCA), and ant colony optimization (ACO) algorithms), the important components were recognized and inserted into the RF and M5 models. The proposed approach was applied to Karun River in Ahvaz station on a monthly basis from 2006 to 2018. The results showed that the RF model had better performance with R = 0.872, MAE = 0.0312, and RMSE = 0.0332 values for the variable of BOD compared with the M5 model with R = 0.751, MAE = 0.0377, and RMSE = 0.0468 values. This article applied two mathematical models and econometric techniques to obtain detailed and specific results. The current paper is relevant for the broad scope of construction, the environmental index, and the evolution of the rankings of countries based on multiple indicators. Our results indicate that Brazil and Russia have the highest values of the Environmental Performance Index, which range between 67.44 and 60.70, respectively. India has a minimum value of 30.57 of the environmental index. The analysis shows that Brazil, Russia, and South Africa have the best scores and that these countries have the best results, while China and India also have the best results. Specifically, this paper first uses a fixed-input DEA model to obtain the optimal allocation of energy input. Then, an evaluation model based on the optimal allocation of energy input is proposed to evaluate environmental performance. Finally, these models are applied to the empirical analysis of the three major urban agglomerations in China. This article mainly draws the following conclusions. First, energy is wasted in most cities in the Beijing-Tianjin-Hebei region. Second, from 2012 to 2016, the environmental performance of each urban agglomeration showed a downward trend and then an upward trend. Third, the overall environmental performance of the three major urban agglomerations is not high. Some specific regions, such as Handan, Anyang, Xingtai, and Baoding, behave not well in protecting the environment.
