The general rule is that you can only upgrade a piece of equipment to the standard of the most advanced gear in its class. You are able to upgrade helms only to the highest level. Requirements

WoW's item upgrade system allows players to level up the item levels of weapons, set pieces of equipment, and trinkets above their current level of items from specific Mists of Pandaria and Warlords of Draenor sources. Weapons have more strict requirements in comparison to armor.

Many upgrade recipes come with a list of 'Acceptable Material' in addition to the components required. This list includes the other components of an upgrade that can be used to upgrade an item.
