Climate adaptation strategies are therefore needed, since mitigation strategies alone are not sufficient to avoid serious impacts of climate change. However, adaptation to climate change is not straightforward, as it is highly influenced by diverse and conflicting interests as well as epistemological (or scientific) uncertainties. Therefore, a minimum requirement for its success is the active participation of stakeholders and citizens in the adaptation policy cycle. This paper presents a case study on a participatory process involving civil servants from different municipalities in Malaysia, in Southeast Asia, with a view to considering the optimal level of engagement that is required for climate adaptation planning. The exercise consisted of a Focus Group session, where participants were asked to discuss the level of stakeholder and citizen participation that should be adopted within the Global Covenant of Mayors for Climate and Energy initiative. Contrary to authors' expectations, the participants tended to suggest medium to high levels of participation in the planning process. During the dialogues, a walking activity through the city, aimed at identifying hotspots of climate risks and defined as "safety walks", was one of the ideas proposed as a high-potential participatory method, spreading in the adaptation framework. Safety walks could complement climate modelling and enhance the robustness of climate risk assessments.The microbial fuel cell (MFC) technology relies on energy storage and harvesting circuitry to deliver stable power outputs. This increases costs, and for wider deployment into society, these should be kept minimal. The present study reports how a MFC system was developed to continuously power public toilet lighting, with for the first time no energy storage nor harvesting circuitry. Two different stacks, one consisting of 15 and the other 18 membrane-less MFC modules, were operated for 6 days and fuelled by the urine of festival goers at the 2019 Glastonbury Music Festival. The 15-module stack was directly connected to 2 spotlights each comprising 6 LEDs. The 18-module stack was connected to 2 identical LED spotlights but going through 2 LED electronic controller/drivers. Twenty hours after inoculation the stacks were able to directly power the bespoke lighting system. This paper studies the effect of mobility on the spread of disease in a low-incidence setting when people do not internalize their risks to others. Using malaria as a case study and 15 billion mobile phone records across nine million SIM cards, this paper quantifies the relationship between travel and the spread of disease. The estimates indicate that an infected traveler contributes to 1.66 additional cases reported in the health facility at the traveler's destination. This paper develops a simulation-based policy tool that uses mobile phone data to inform strategic targeting of travelers based on their origins and destinations. The simulations suggest that targeting informed by mobile phone data could reduce the caseload by 50 percent more than current strategies that rely only on previous incidence.Scholarly examinations of states of emergency frequently underscore how the crisis imaginary is employed to rapidly and unjustifiably expand state power. This line of analysis affords great insight into the misuse of state power. It also, however, tends to depict the citizenry as either weak and overwhelmed or at best, duped by the workings of the state, and thus ignores the possibility of democratic processes continuing within a state of emergency. Aotearoa/New Zealand's response to Covid-19 reveals a collaborative dynamic in which the citizenry actively engaged in constituting the state of emergency, and suggests the need for a broader examination of how collective responsibility, care and blame are envisioned and enacted, not only by governments but by (neo-liberal) citizenries during times of national crisis.
