The project system for funding, justified by peer-review and coupled with rapidly increasing R&D budgets, created incentives for universities to expand their research programs massively, which led to unsustainable growth in the demand for federal research money. That system produced spectacular successes but also created the unintended longer-term problem that demand for science funding has grown more quickly than government funding ever could. Most analysts neglect potentially painful reforms that might address these problems. This case demonstrates that successful political coalitions can create intractable long-term problems for themselves.The use of near-infrared spectroscopy (NIRS) based on a low-cost portable instrument for monitoring the quality of the three major formulations of ethanol-based hand sanitizers used for prevention against CoVID-19 disease is described. The quality of the sanitizers was evaluated using two approaches. In the first, a qualitative method was developed to identify gross non-conformities, using NIR spectral data compression by principal components analysis and projection of the spectrum of the tested sample in the principal component space delimited by samples of sanitizers prepared in the laboratory. In the second, a quantitative method was designed to determine the active substance (ethanol) employing multivariate regression based on partial least squares. The results demonstrate that the first approach can be used to detect non-conformities in the sanitizer composition, mostly associated with incorrect ethanol content. The second explores the use of NIRS for determination of the ethanol content in the three formulations aiming the quality control of the sanitizer manufacturing process. The ethanol content can be determined with an absolute root mean square error of prediction (RMSEP) equal to 0.68% (m/m), 0.83% (m/m) and 1.0% (v/v) for the three formulations evaluated. We focus on high-tech entrepreneurial ventures because these are the firms that jolts affect most; in so doing, we also advance the understanding of DCs in the entrepreneurship field. We argue that, in the aftermath of an environmental jolt, the high-tech entrepreneurial ventures that use internationalization and new product development capabilities to modify their resource configuration and regain environmental fit enjoy better performance. Econometric estimates on a sample of 340 Italian high-tech entrepreneurial ventures confronting the consequences of the global economic crisis that began in 2008 confirm that separately using these two DCs has a positive performance effect. This effect is stronger for relatively smaller ventures. Automatic monitoring of night sky brightness (NSB) can help us to understand its regional differences and time variations of NSB effectively and to investigate the human and natural factors which lead to these changes. In this paper, the construction of Wuxi City night sky brightness monitoring network (WBMN) in China is presented. In addition to introducing the equipment and the installation of the network, a brief analysis of the data obtained from the stations will also be presented. The impact of human activities on the NSB is illustrated through its changes during the Spring Festival (lunar new year) and non-festival nights, and through a comparison study between NSB data taken from locations of different land usages. It is concluded that, while the reduction in human activities after non-festival midnights or the reduction in moon illumination near the new moon epoch led to darker night skies, brightening of the night skies may be attributed to firework displays during the nights of Spring Festival in 2019. On the other hand, the absence of firework during the Spring Festival in 2020 may explain the darker night skies. Finally, there is an evidence that the urban developments in Wuxi are degrading night sky quality.The main goal of this paper is to give some primal and dual Karush-Kuhn-Tucker second-order necessary conditions for the existence of a strict local Pareto minimum of order two for an inequality-constrained multiobjective optimization problem. Dual Karush-Kuhn-Tucker second-order sufficient conditions are provided too. We suppose that the objective function and the active inequality constraints are only locally Lipschitz in the primal necessary conditions and only strictly differentiable in sense of Clarke at the extremum point in the dual conditions. Examples illustrate the applicability of the obtained results.
