The family plays an important role both in the life of each individual and in society as a whole. In conditions of instability, risks, and increased epidemiological burden, the level of intra-family trust has increased, including in matters of health care. The article analyzes the sociological studies conducted during the first and second waves of the pandemic, on the basis of which it is determined that the family forms an attitude to health, which can be manifested from the standpoint of rational and irrational health-oriented behavior.The article examines the dynamics of the attitude of young people about the new coronavirus infection. The attitude of young people to the new coronavirus infection is formed in two types of reality «online» and «offline». The views, assessments and knowledge of young people about the new coronavirus infection were significantly influenced by the flow of information (often fake) from various sources and, above all, the information posted on social networks. The authors conclude that the attitude to coronavirus infection from the first to the second wave has undergone significant changes and generally influenced the practices of self-preservation behavior of young people. With the expansion of knowledge and experience, understanding them from the point of view of the components of the image of health, there was a clarification of the own behavioral attitudes of young people.The article is devoted to the study of the process of transformation of the activities of Russian children's public organizations in the face of the threat of the spread of coronavirus infection COVID-19 and the opening of new opportunities for non-profit organizations to work in this situation. The paper uses the results of a survey conducted from March 18 to 23, 2020 by experts of the Charitable Foundation for the Development of Philanthropy, which covered 232 organizations operating in the non-profit sector. L-Adrenaline The results of the study allowed us to conclude that the period of self-isolation contributed to the stimulation of children's public organizations to actively implement information technologies in their activities, find new opportunities for remote interaction in their work, and develop online projects.The authors analyze the self-preservation practices of young people through the prism of their attitude to vaccination against coronavirus. Based on the results of sociological studies, the prevailing motives that prevent a positive attitude to vaccination are identified. The results obtained allowed us to conclude that in youth groups there is a low level of orientation towards vaccination against coronovirus, and, on the contrary, a high level of trust in fake anti-vaccination myths. Among the priority areas, the authors name the discussion of issues with experts and the active dissemination of this content in the Internet space.Despite the unfolding of the COVID-19 pandemic, the rate of involvement of Russians in vaccination remains low, which makes the study of attitudes to this technology particularly relevant. Based on the results of the author's empirical research and data from mass surveys of the Foundation "Public Opinion" and All-Russian Center for the Study of Public Opinion, the article assesses the attitude of residents of our country to immunoprophylaxis against coronavirus. The study revealed that vaccination attitudes are a continuum, and the perception of vaccination against a new virus is associated in Russians with seasonal flu shots, and not with the National Vaccination Calendar. Today, the attitude towards immunoprophylaxis against COVID-19 in Russia can be characterized as distrust of a specific vaccine and approval of vaccination in general as an effective technology for combating epidemics. The key strategy is «waiting», and the choice of a personal trajectory of health care is driven by a broader trend of individualization and transformation of traditional social ties.The social well-being and health of citizens of all countries has been greatly tested during the pandemic of COVID-19. The situation has exacerbated many social problems. Older women found themselves in a particularly difficult situation, who experienced increased psychological burden, deteriorating health conditions, and social isolation. Even the family had not always proved to be a way of improving the status of women. All this has led to the need to examine the real problems, the objective and subjective factors affecting women's social well-being and the ways in which older women are better off.The article is devoted to the study of the impact of the possibility of using paid medical services on the level of social tension. A sociological analysis of the differentiation between the use of paid medical services by the poor and non-poor is being carried out, which are most updated during the COVID-19 period. It is summarized that the lack of funds for the care of children's own health and health has a direct impact on the growth of social tensions. The lack of necessary medical care due to lack of money is the most significant problem for the majority of the poor.The article analyzes the current practice of remuneration in the Russian budget health care. According to the analysis concluded that at the present stage, the main problems in this area are the high level of differentiation of wages in the context of constituent entities of the Russian Federation, and between different categories of health workers; staff shortages, as well as the opacity of approaches to pay. In addition, it was found that the COVID-19 pandemic not only significantly aggravated the above-mentioned «bottlenecks» of the domestic budget health care, but also created new problems, the most significant of which was the procedure for compensation payments to employees involved in working with COVID-19 patients. Recommendations are formulated to change the current situation, including the need to review the regulatory approaches to regulating compensation payments to medical workers; formation of lists of professional qualification groups and mandatory types of compensation and incentive payments; determination of the mandatory ratio of the remuneration of the heads of health care institutions to the average salary of the main staff.The objectives of this research are to explore foreign experience of interaction of various levels of public authority in federal states in the context of the COVID-19 pandemic, to determine the prospects for the development and improvement of the activities of the public authority system in Russia in this part.

It has been established that a dual federal system with strict rules for the distribution of powers and responsibilities between the federation and its regions impedes a coordinated national response in the fight against the COVID-19 pandemic, while various forms of executive federalism serve as the key to successfully countering this threat. The latter can be based on historically strong centralist tendencies, the existing negotiating practices of interaction between the executive branch at all levels, the experience of implementing federal programs and the work of emergency intergovernmental mechanisms.

A description of the stages of the organizational work of a polyclinic in a pandemic is given, including such areas as a) conducting lectures and webinars for doctors and nurses of a medical organization, introducing recommended methods for diagnosing and treating COVID-19, creating and observing conditions for the personal safety of employees; b) the formation of tools and a database for analytical work; creation of registers of patients and employees of the polyclinic in order to monitor and evaluate the effectiveness of work; characteristics of the structures of age-specific morbidity in children who have undergone a new coronavirus infection and community-acquired pneumonia with substantiated confirmation for them of compulsory dispensary observation and rehabilitation measures; description of the development of routing of healthy and sick children, operational identification and continuous analysis of difficulties in the work of the polyclinic during this period; c) the formation of distance technologies in treatment and prophylactic work with patients, organized group and individual exercise therapy classes, including respiratory rehabilitation gymnastics for children who have undergone a new coronavirus infection; development of an organizational algorithm for the formation of medical and nursing teams for visiting patients with COVID-19 at home and individual teams for visiting patients for patronage. The organization of this treatment and prophylactic work was approved and a confirmation was received from the Ministry of Health of the Russian Federation of the right to replicate the experience gained from the work of the polyclinic in the conditions of COVID-19.Increasing the level of protection of citizens from the risks associated with the disease of a particular disease is one of the main in modern society. The article analyzes the extent to which the COVID-19 pandemic has affected the implementation of the national project «Health», considers the main work of international researchers on topical health issues in a pandemic. The costs allocated for the implementation of national projects are summarized. The main directions of increasing the medical security of citizens in the country are considered.The study substantiates the possibility of the cluster approach for the development of the healthcare system in Russia. The analysis of foreign experience in the functioning of medical clusters made it possible to identify factors that contribute to their successful development. Based on the assessment of the domestic practice of creating clusters in the healthcare sector, their typification was carried out with the identification of groups of high-tech clusters of biomedical technologies and innovations, medical clusters of drug provision and specialized equipment, clusters of medical services, internships and transfer of medical innovations. The grouping of clusters in the healthcare sector operating in the Russian Federation according to the proposed types showed that there are practically no clusters of medical services that are able to bring the quality of medical care to the population to a higher level in the country. The article identifies the problems that prevent the formation of clusters of medical services on the territory of the regions.
