Especially, these systems facilitate hearing-impaired people to communicate with society. This study aims to design a deep learning CNN model that can classify hand gestures effectively from the analysis of near-infrared and colored natural images. This paper proposes a new deep learning model based on CNN to recognize hand gestures improving recognition rate, training, and test time. The proposed approach includes data augmentation to boost training. Furthermore, five popular deep learning models are used for transfer learning, namely VGG16, VGG19, ResNet50, DenseNet121, and InceptionV3 and compared their results. These models are applied to recognize 10 different hand gestures for near-infrared images and 24 ASL hand gestures for colored natural images. The proposed CNN model, VGG16, VGG19, Resnet50, DenseNet121, and InceptionV3 models achieve recognition rates of 99.98%, 100%, 99.99%, 91.63%, 82.42% and 81.84%, respectively on near-infrared images. For colored natural ASL images, the models achieve recognition rates of 99.91%, 99.31%, 98.67%, 91.97%, 93.37%, and 93.21%, respectively. This review aims to look at the available information sources that can help answering the question of how often these events occur yearly on a global scale. In the absence of comprehensive databases of global occurrence, publications on radiation accidents in all uses of radiation and on rates of high-dose events in different medical uses of radiation have been reviewed. These procedures are so frequently employed throughout the world that even a very small rate of radiation-induced injuries becomes a substantial number when scaled up to a global level.Two-dimensional (2D) materials have emerged as a platform for a broad array of future nanoelectronic devices. Here we use first-principles calculations and phonon interface transport modeling to calculate the temperature-dependent thermal boundary conductance (TBC) in single layers of beyond-graphene 2D materials silicene, hBN, boron arsenide (BAs), and blue and black phosphorene (BP) on amorphous SiO2and crystalline GaN substrates. Our results show that for 2D/3D systems, the room temperature TBC can span a wide range from 7 to 70 MW m-2K-1 with the lowest being for BP and highest for hBN. We also show that 2D/3D TBC has a strong temperature dependence that can be alleviated by encapsulating the 2D/3D stack. Upon encapsulation with AlOx, the TBC of several beyond-graphene 2D materials can match or exceed reported values for graphene and numerous transition-metal dichalcogendies which are in the range of 15-40 MW m-2K-1. We also compute the room temperature TBC as a function of van der Waals spring coupling (Ka) where the TBC falls in the range of 50-150 MW m-2K-1 at coupling strengths ofKa = 2-4 N m-1 for silicene, BAs, and blue phosphorene. We further identify group III-V materials with ultra-soft flexural branches as being promising 2D materials for thermal isolation and energy scavenging applications when matched with crystalline substrates.Ukraine has accumulated large amounts of Chernobyl-origin emergency radioactive waste stored in the Chernobyl Exclusion Zone and beyond, as well as legacy radioactive waste in the Radon-type facilities and military sites of the former Soviet Union. Management of such radioactive waste requires the application of a graded approach, in particular, ranking of sites with such radioactive waste by the degree of hazard. Based on the results of ranking, a decision is made on one of the three options urgent removal of radioactive waste from the site, delayed removal of radioactive waste from the site, and absence of necessity to remove radioactive waste from the site. If it is decided to leave radioactive waste at the site, the graded approach determines the scope of measures to maintain the safety level of that site. This paper presents methodological aspects and experience of the practical application of the graded approach to ensure the safe management of emergency and legacy radioactive waste. In particular, it includes the experience of the Ukrainian State Scientific and Technical Center for Nuclear and Radiation Safety in expert reviews of safety assessments of such sites with emergency and legacy radioactive waste, results of their ranking by degree of hazard, designs for removal of radioactive waste from sites, and establishment of levels for the remediation of territories.
