Diplomatic-Pragmatic Korea and Northeast Asia

These initiatives may seem like tiny steps, but they have helped Seoul to leverage new partnerships to advance its views regarding global and regional issues. The 2023 Summit for Democracy, for instance, highlighted the importance and necessity of reforming democracy and practice to tackle issues such as corruption, digital transformation, and transparency. The summit announced $100 million in development cooperation projects that will help support democracy, including anti-corruption and electronic governance efforts.
Additionally, the Yoon government has actively engaged with organizations and countries with similar values and priorities to support its vision of a global security network. These are countries and organizations that include the United States of America, Japan, China and the European Union. They also include ASEAN members and Pacific Island nations. Progressives might have criticized these activities for being lacking in values and pragmatism, however they are able to help South Korea develop a more robust toolkit for dealing with countries that are in a state of rogue, like North Korea.

The Summit's outcomes include a Joint Declaration, a Statement on Future Pandemic Prevention, Preparedness and Response, and an agreement on Trilateral Intellectual property Cooperation. These documents are notable for laying out ambitious goals that, in some cases, run counter to Seoul and Tokyo's cooperation with the United States.
The objective is to develop an environment of multilateral cooperation that is to the benefit of all three countries. China's focus on economic cooperation, particularly through the revival of negotiations for a China-Japan-Korea FTA and the joint statement on trade in services markets reflect this intention. Moreover, Beijing is likely hoping to prevent security cooperation with the United States from undermining the importance of its trilateral military and economic ties with these East Asian allies. This is a strategic decision to counter the growing threat from U.S. protectionism and create an avenue to counter it with other powers.
