It must also take into account the conflict between interests and values especially when it comes to supporting human rights activists and engaging with non-democratic countries. In this regard, the Yoon government's diplomatic and pragmatic approach to North Korea is an important change from previous governments.
As one of the world's most active pivotal states, South Korea must strive for multilateral engagement as a way of positioning itself within a regional and global security network. In the first two years of office the Yoon administration has actively strengthened bilateral ties with democratically-minded allies and increased participation in multilateral and minilateral forums. These efforts might seem like small steps but they have helped Seoul to leverage its newly formed partnerships to promote its views on regional and global issues. For example, the 2023 Summit for Democracy emphasized the importance of reforming democratic practices and practices to address challenges such as corruption, digital transformation, and transparency. The summit announced $100 million in development cooperation projects to help the democratic process, including anti-corruption and the e-governance effort.

South Korea's trilateral cooperation with China
The 9th China-Japan Korea-China Trilateral Summit wrapped up this week, with the leaders of South Korea, Japan and China signing a variety of important and tangible outcomes. Beijing is also hoping to stop the United States' security cooperation from undermining its own trilateral economic ties and military relationships. This is a strategic decision to counter the growing threat from U.S. protectionism and create an opportunity to combat it with other powers.
