Pengelolaan obat adalah rangkaian kegiatan puskesmas yang menyangkut aspek perencanaan, pengadaan, penyimpanan, pendistribusian, dan pengawasan obat.
Tujuan pengelolaan obat di puskesmas adalah terlaksananya optimalisasi penggunaan obat melalui peningkatan efektifitas dan efesiensi pengelolaan obat dan penggunaan obat secara tepat dan rasional.
Sedangkan perencanaan kebutuhan obat adalah suatu proses kegiatan seleksi obat dan menentukan jumlah dan jenis obat dalam rangka pengadaan.
Tujuan dari perencanaan kebutuhan obat adalah untuk mendapatkan :
a. Jenis dan jumlah obat yang tepat sesuai kebutuhan
b. Menghindari terjadinya kekosongan obat.
c. Meningkatkan penggunaan obat secara rasional
d. Meningkatkan efesiensi penggunaan obat.
Metode untuk penyusunan perkiraan kebutuhan obat ditiap unit pelayanan kesehatan lazimnya menggunakan metode konsumsi dan metode epidemiologi.
Metode konsumsi yaitu metode perencanaan yang didasarkan atas analisa data konsumsi perbekalan farmasi pada tahun sebelumnya.
Metode epidemiologi yaitu metode perencanaan berdasarkan pada data kunjungan, frekuensi penyakit dan standar pengobatan yang ada.
