is there a np.function for Counter?

I dont quite get where is the normalisation part of values (np.linalg.norm doesnt seem to work as I assume it should). Like 1,2,3 - 4,5,6 is not related to 10,2,3 - 40,5,6 at all. It just finds Euclidean distance, but not normalised one. So basically, if one feature has naturally large numbers, it will have bigger impact. Like, 170 cm height will give different result to 17000 mm height.
