This is most likely an OSHA question. They require training for asbestos roofing. If the asbestos roof is nonfriable and is removed in accordance with OSHA and USEPA NESHAPS then our licensing and certification rules do not apply. You would still have to follow our emission control rules but remember that the thresholds are 260 lf/160 sf. It has been my understanding that workers removing an asbestos roof will need at least an eight hour specific training. The competent person (supervisor) is required to have more than that. I would check with OSHA on that to be sure. I think that is covered under 1926.1101 in OSHA. Maybe also the OSHA roofing agreement.
