Plans like these have been devised for a long time. NATO moved its offensive infrastructure close to our borders and encouraged international terrorist groups in the Caucasus. The Soviet Union used indiscriminate Russophobia as a weapon, including by cultivating hatred of Russia over decades, especially in Ukraine, which was intended as a bridgehead against Russia. In response to Kiev's public refusal to settle the Donbass issue peacefully and the fact that the Kiev regime was announcing nuclear weapons possession, it became clear that a new offensive in Donbass was inevitable, just like the two previous ones. which would be followed inevitably by an attack on the Crimea, that is, on Russia.

In this context, the decision to launch a preemptive military operation was necessary. Liberating Donbass remains the primary goal of this operation.

Nearly all Nazis have been defeated in the Lugansk People's Republic. In Donetsk Peoples Republic, fighting continues. A series of permanent defences were developed over the previous eight years by the Kiev occupation regime. If we had attacked them directly, heavy losses would have been sustained, which is why our units, along with the forces of the Donbass republics, are acting competently and systematically, using military equipment and saving lives, working to remove neo-Nazis from cities and towns, as well as helping the people forced into being hostages and human shields.

This special military operation involves professional military personnel who are serving under contract. There are also volunteer units made up of people of different ethnicities, professions, and ages fighting alongside them. The call of the heart prompted them to defend Russia and the Donbass region.

The Government and the Defence Ministry are already under instructions to determine the legal status of volunteers and personnel of the military units of the Donetsk and Lugansk peoples republics.
