The app has a new login flow
We have made some changes to the login process of the Telegram app. We're committed to protecting your privacy and security, so check out our improved login process:

To log in to Telegram on your phone or tablet, you'll need to enter your password (and two-factor authentication if it's enabled) when prompted by the app. If you don't want to enter this information every time, click "Remember me" when asked for credentials. From then on, any time someone else tries to access your account, they'll need permission from both parties to get in - so keep an eye out for suspicious behavior!

We will ask you less for your phone number
The Telegram app will no longer request your phone number. Once you provide your number, it will be stored for 30 days. If you log into another device or web browser during this time, we will ask for your number again (but only if you have not been verified by SMS). If a user switches devices or browsers, we only ask every 30 days, and no more than twice a year.

when you won't be asked to enter a phone number
This is a big step forward in terms of privacy. From now on, you won't be asked to enter your phone number if the app finds out that you're using an earlier version of Telegram.

this means:

You can still create a new account if needed.
You can log into another browser or device without entering your phone number again.
You can continue to use the app without accessing your contact list via Telegram (as it was before).
