These plans were devised many years ago. Increasing NATO's offensive capability near our borders encouraged international terrorist groups in the Caucasus. A major part of their strategy was to exploit indiscriminate Russophobia to gain control over a country, including by nurturing hatred of Russia for decades, predominantly in Ukraine, where they devised a bridgehead to undermine the Russian economy. As a result of its eight-year occupation, Kiev has created an increasingly complex system of permanent defenses. If we had attacked them in a head-on manner, we would have suffered heavy losses, which is why our units, together with the Donbass forces, are acting competently and systematically, using military equipment and saving lives, trying to eliminate the neo-Nazis, and help those Kiev turned into human shields.

Special military operations are conducted by professional military personnel under contract. Aside from them are volunteer units comprised of people of different ethnicities, professions, and ages who are true patriots. Their hearts' call to defend Russia and Donbass spurred them to action.

zing.vn has already been instructed that the Government and Defence Ministry determine the legal status of the volunteers and personnel of the military units of the Donetsk and Lugansk peoples republics. In terms of material, medical, and social benefits, it must be the same as the status of military professionals in the Russian army. For volunteer units and Donbass militia members, military and other equipment needs to be provided with special attention.
