NPO Experts Discuss Challenges Faced by the Sector
In January 2018, a group of NPO Experts met in The Hague and Vienna to discuss progress made in their respective countries and new challenges facing the sector. This group, representing 29 different countries, met with FATF Secretariat representatives and select government representatives to discuss issues and provide suggestions for reform. In their reports, they outlined the challenges faced by the sector, as well as the opportunities for growth and development in the field. Here are a few of the highlights of the meeting.

Panel discussion on counterterrorism law

The Center for Global Counterterrorism Cooperation recently released a report listing several conditions for the passage of counterterrorism laws. These include compliance with human rights law and reasonable limits on the use of force. In addition, counterterrorism laws must be established by due process, be necessary, and be proportionate. Although the U.N. and other international organizations have made significant progress in recent years, further improvement is needed. In addition to this, counterterrorism issues have become increasingly politically sensitive.

The counterterrorism threat continues to evolve, and the protection of human rights must remain an integral part of any counterterrorism strategy. Panelists discussed the importance of counterterrorism law and the role of civil society in fighting terrorism. Several experts pointed out that the long-term success of a UN counterterrorism strategy depends on protecting human rights.
