Cycle hire scheme

The city of Leeds is about to launch a new bike hire scheme that will allow anyone to take a ride on a three-speed bicycle for just 50p. The bikes will feature solar and dynamo lights, a front basket and hydraulically adjustable seatposts. The scheme will be trialled for 12 months before extending to other parts of the city. If the scheme proves successful, it will be expanded to other towns and cities in the region.

The initial roll out will focus on areas of high demand, close to the segregated cycle routes around the city centre. Further rollout phases will focus on other parts of the city, and the council plans to invite bids from operators who are interested in bringing the service to Leeds. A bid process will be launched this summer to secure a company to run the public bike hire scheme. In the meantime, the city council will offer different payment schemes, including pay-per-use, corporate membership and monthly passes. It will also integrate with the West Yorkshire MCard. The scheme is expected to be funded from the Transforming Cities Fund and operated by an external bike hire organisation.

Accessibility of service

As part of the city's Connecting Leeds Transport Strategy, Leeds is looking to improve cycling infrastructure. It aims to make the city car-free by 2040, decarbonise travel, improve health and promote local economic growth. The city council is seeking capital funding from the Transforming Cities Fund. The business case and proposal will be considered by the combined authority on 17 March 2022. Until then, the bike service will be operated by an external bike hire organisation.

The e-bike scheme has been a major talking point among residents of Leeds for some time, and is now being debated at a senior councillors' meeting on February 9. The aim of the e-bike scheme is to provide a low carbon mobility option within Leeds. There will be 630 e-bikes and 140 hubs/docking stations for residents, visitors, students and workers. The bikes will be accessible for all ages and abilities.
