How to come up with an SWMS.
A Safe Work Method Statement is a document that sets out the High risk construction work (HRCW) activities to be performed at an office, the threats arising from these activities and the procedures to be put in place to manage the risks to health and wellness.
Tuesday, 24th May 2022.
Its primary function is to assist employees and managers to implement and keep track of the control determines established to ensure the work is performed safely.

What is 'high risk construction work' (HRCW)?
High threat construction work is specified in WHS regulations as construction work that:.

includes a danger of a person falling more than 2 metres (3 metres in South Australia); or.
includes demolition of an element of a structure that is load-bearing or otherwise related to the physical stability of the structure; or.
involves, or is likely to involve, the disturbance of asbestos; or.
involves structural modifications or repairs that require short-lived support to prevent collapse; or.
is performed in a location at a work environment in which there is any motion of powered mobile plant; or.
is performed in or near a restricted space; or.
is performed in or near:.
a shaft or trench with an excavated depth greater than 1 5 metres; or.
a tunnel; or.
involves the use of explosives; or.
is performed on or near pressurised gas circulation mains or piping; or.
is performed on or near chemical, fuel or refrigerant lines; or.
is carried out on or near energised electrical installations or services; or.
is performed in an area that may have an infected or flammable atmosphere; or.
involves tilt-up or precast concrete; or.
is carried out on, in or adjacent to a roadway, railway, delivering lane or other traffic corridor that remains in usage by traffic other than pedestrians; or.
is performed on a telecommunication tower; or.
is performed in an area at a work environment in which there is any movement of powered mobile plant; or.
is performed in a location in which there are artificial extremes of temperature level; or.
is performed in or near water or other liquid that includes a threat of drowning; or.
includes diving work.
Note: Victorian OHS policies have some slight variations of the above meaning of HRCW.

How do I tackle preparing a SWMS?
A typical method to establishing a SWMS includes the following:.

Gather all relevant details about the work.
The very first job is to determine the kinds of HRCW that the work includes and how it is to be carried out.

Find out the dangers.
Review the proposed work and information about each job to determine the dangers, i.e., the occasions or things that may trigger damage to workers or other individuals. Information, such as codes of practice or guidance material, might be offered in the website of your regional work environment health and wellness regulator for specific construction tasks.

Talk to the appropriate workers.
In consultation with the employees that will carry out the HRCW, their managers and health and wellness representatives (if any) review the regional health and safety requirements, and the proposed work.

Consider the views of employees about the dangers, the potential risk control steps and any site-specific matters that may affect the safety of the work. If there are other workers that could be affected by the work they must likewise be consulted.

Note: There is a legal responsibility to seek advice from affected workers and their health and wellness agents when determining risks or selecting measures to manage threat, and to take their views into account.

Select the most proper control procedures to get rid of or decrease dangers.

To pick the most proper control measures you need to use the 'hierarchy of control' as detailed in steps 1 to 5 below. HIA's information sheet The Hierarchy of Control discusses how the hierarchy of control applies to the requirements for managing office threats and threats.

First, you need to look for to eliminate risks so far as is reasonably practicable (e.g., doing as much work as possible on the ground instead of at height).
If it is not fairly practicable to remove threats, you need to execute any specific control steps that are mandatory by law in your State or Area.
Some workplace health and wellness laws prescribe particular control steps that must be requested managing dangers to health and safety arising from specific risks or activities. Examples include, however are not restricted to, work involving asbestos, work at height, operate in confined spaces. Particular requirements remain in the office health and safety laws readily available in the website of your regional workplace health and safety regulator.

After carrying out action 2, if a danger remains, the danger needs to be minimised up until now as is reasonably practicable by implementing one, or a combination of the following:.
Replacing a procedure or compound with one that is less hazardous. For instance, wet sweeping instead of dry sweeping of harmful dusts such as crystalline silica.
Separating employees and other persons from the danger. By installing barriers between employees and mobile plant.
Utilising engineering controls. Using a raised work platform or a scaffold to minimise the threat of falling from height.
If after implementing the above control measures a risk to health or safety still remains, minimise that threat, so far as is fairly practicable, by Utilising administrative controls. This consists of, security training, work directions, warning signs and supervision.
If a risk to health or safety still stays after implementing the above, minimise that risk, up until now as is reasonably practicable by supplying individual protective devices (PPE). This consists of Utilising protective clothes such as shatterproof glass, construction hats, gloves, respiratory defense, or a mix of proper PPE.
A mix of control steps will require to be applied to minimise threats as far as is fairly practicable.

Writing the SWMS - What information must be consisted of?
A SWMS should:.

determine the work that is high danger construction work.
specify the dangers connecting to the high risk construction work and the risks to health and wellness.
explain the measures to be executed to manage the risks, and.
explain how the control steps are to be executed, kept an eye on and evaluated.
For an example of how to do this see: How to finish a SWMS when using silica.

The control procedures must be set out and expressed in a manner that is readily accessible and understandable to the persons who will use the SWMS. Explain in clear terms how risks to health and safety are to be managed to allow the work to be done safely, and how the control procedures are to be executed.

You can use any type or design template to write the SWMS, consisting of paper and electronic formats, supplied the above info is consisted of and is easily accessible.

Can I use a generic SWMS?
A generic SWMS can be utilised after it has been examined and modified as required to make sure that it covers all the risks and threats that are present on the site where the work is to be performed. A generic SWMS needs to be reviewed/revised prior to commencing the work and prior to beginning a brand-new activity or a modification in work location or scenarios.

To learn more about SWMS and your commitments go to the site of your local office health and wellness authority and look for safe work technique statements.
