How to compose an SWMS.
An SWMS is a file that sets out the High threat construction work (HRCW) activities to be performed at a workplace, the risks developing from these activities and the steps to be put in place to manage the threats to health and wellness.
Tuesday, 24th May 2022.
Its primary function is to assist employees and managers to implement and keep an eye on the control determines developed to make sure the work is carried out securely.

What is 'high danger construction work' (HRCW)?
High danger construction work is specified in WHS policies as construction work that:.

involves a threat of an individual falling more than 2 metres (3 metres in South Australia); or.
involves demolition of an aspect of a structure that is load-bearing or otherwise related to the physical stability of the structure; or.
includes, or is most likely to involve, the disturbance of asbestos; or.
involves structural modifications or repair work that need temporary support to prevent collapse; or.
is carried out in a location at a work environment in which there is any motion of powered mobile plant; or.
is performed in or near a restricted space; or.
is carried out in or near:.
a shaft or trench with an excavated depth greater than 1 5 metres; or.
a tunnel; or.
involves using dynamites; or.
is performed on or near pressurised gas distribution mains or piping; or.
is carried out on or near chemical, fuel or refrigerant lines; or.
is performed on or near energised electrical setups or services; or.
is carried out in a location that might have a contaminated or combustible atmosphere; or.
includes tilt-up or precast concrete; or.
is carried out on, in or adjacent to a road, railway, delivering lane or other traffic passage that is in use by traffic aside from pedestrians; or.
is performed on a telecommunication tower; or.
is performed in an area at an office in which there is any movement of powered mobile plant; or.
is carried out in a location in which there are artificial extremes of temperature; or.
is performed in or near water or other liquid that includes a risk of drowning; or.
involves diving work.
Keep In Mind: Victorian OHS guidelines have some minor variations of the above meaning of HRCW.

How do I set about preparing a SWMS?
A common method to developing a SWMS involves the following:.

Gather all pertinent details about the work.
The very first job is to figure out the kinds of HRCW that the work includes and how it is to be carried out.

Discover the dangers.
Evaluation the proposed work and info about each task to determine the hazards, i.e., the events or things that might cause damage to employees or other people. Information, such as codes of practice or guidance product, might be available in the site of your regional office health and wellness regulator for particular construction jobs.

Seek advice from the pertinent workers.
In assessment with the employees that will carry out the HRCW, their managers and health and safety agents (if any) review the regional health and wellness requirements, and the proposed work.

Consider the views of workers about the dangers, the possible danger control steps and any site-specific matters that might impact the security of the work. If there are other employees that could be impacted by the work they should also be spoken with.

Keep in mind: There is a legal responsibility to consult afflicted employees and their health and safety representatives when determining risks or selecting procedures to control danger, and to take their views into account.

Select the most appropriate control steps to remove or decrease dangers.

To choose the most suitable control steps you require to use the 'hierarchy of control' as detailed in steps 1 to 5 listed below. HIA's info sheet The Hierarchy of Control discusses how the hierarchy of control applies to the requirements for handling work environment risks and risks.

Initially, you must look for to eliminate risks up until now as is reasonably practicable (e.g., doing as much work as possible on the ground instead of at height).
If it is not reasonably practicable to get rid of dangers, you must carry out any specific control procedures that are necessary by law in your State or Area.
Some work environment health and wellness laws recommend particular control steps that should be obtained handling risks to health and safety arising from specific dangers or activities. Examples consist of, but are not limited to, work including asbestos, work at height, work in restricted areas. Particular requirements are in the work environment health and wellness laws readily available in the site of your local office health and wellness regulator.

After implementing step 2, if a danger remains, the risk must be minimised up until now as is reasonably practicable by executing one, or a combination of the following:.
Substituting a process or compound with one that is less hazardous. For example, damp sweeping instead of dry sweeping of dangerous dusts such as crystalline silica.
Isolating employees and other individuals from the hazard. For instance by installing barriers between workers and mobile plant.
Using engineering controls. For example, Utilising an elevated work platform or a scaffold to minimise the threat of falling from height.
If after implementing the above control determines a threat to health or security still remains, lower that threat, up until now as is reasonably practicable, by Utilising administrative controls. This includes, safety training, work directions, alerting indications and supervision. For example, if a scaffold utilised to decrease threats you may require to include scaffold tags showing appropriate maximum loads, signs for incomplete scaffolds. You might likewise need to explain the training needed for those erecting the scaffold and the guidance of scaffold users.
If a danger to health or security still stays after executing the above, reduce that threat, up until now as is reasonably practicable by providing individual protective devices (PPE). This includes using protective clothes such as shatterproof glass, hard hats, gloves, respiratory defense, or a combination of suitable PPE.
A mix of control procedures will require to be used to reduce dangers as far as is reasonably practicable.

Writing the SWMS - What information must be consisted of?
A SWMS must:.

determine the work that is high danger construction work.
define the hazards associating with the high threat construction work and the threats to health and safety.
explain the procedures to be carried out to control the risks, and.
describe how the control steps are to be carried out, kept track of and reviewed.
For an example of how to do this see: How to finish a SWMS when using silica.

The control measures need to be set out and revealed in a way that is readily accessible and comprehensible to the persons who will use the SWMS. Explain in clear terms how threats to health and wellness are to be controlled to make it possible for the work to be done securely, and how the control measures are to be carried out.

You can utilise any form or template to produce up the SWMS, including paper and electronic formats, offered the above details is consisted of and is readily available.

Can I use a generic SWMS?
A generic SWMS can be utilised after it has been examined and modified as needed to ensure that it covers all the threats and risks that are present on the website where the work is to be performed. A generic SWMS needs to be reviewed/revised prior to commencing the work and prior to starting a brand-new activity or a modification in work place or circumstances.

To learn more about SWMS and your obligations go to the website of your local workplace health and wellness authority and look for safe work method declarations.
